Opportunity Summary

Efficiencies for Clinical HIV Outcomes (ECHO) is a $209 million project to support the Government of Mozambique’s achievement of HIV/AIDS epidemic control and establishing a sustainable, government-led HIV response by 2023 in provinces where USAID is the primary clinical support partner. The objectives of the project include strengthening the essential public health services for HIV epidemic control at national, provincial, and district level to ensure long-term sustainability of the HIV response, reaching and maintaining 95% HIV treatment coverage and viral suppression in designated geographic regions, ensuring that Mozambique is utilizing the latest evidence for rapid scale up and maintenance of effective HIV interventions, and providing the Government of Mozambique with data, measured findings and recommendations necessary to make key service delivery decisions.

Key Roles and Responsibilities

Under the supervision of the Deputy Chief of Party for Operations, the Director of Operations will manage the project’s procurement and logistics activities and teams, coordinate with the HR Manager on human resources activities, and maintain field office operations ensuring adherence to US government procurement requirements.

  • Oversees procurement processes, including competitive bidding and documentation for local goods and services, further detail below.
  • Adapt current processes to increase operational efficiency and client needs
  • Define procedures for the operation, maintenance, and scheduling of project vehicles
  • Liaise with superior to make decisions for operational activities and set strategic goals
  • Plan and monitor the day-to-day running of business to ensure smooth progress
  • Support staff from different departments and provide constructive feedback
  • Evaluate regularly the efficiency of business procedures according to organizational objectives and apply improvements
  • Manage procurement processes and coordinate material and resources allocation
  • Review financial information and adjust operational budgets to promote profitability
  • Revise and/or formulate policies and promote their implementation
  • Manage relationships/agreements with external partners/vendors
  • Evaluate overall performance by gathering, analyzing and interpreting data and metrics
  • Ensure that the company runs with legality and conformity to established regulations
  • Liaise with Home Office in the areas of finance (reports to this Director), procurement (Reports to this Director) and HR (reports to the DCOP)
  • Manage the drafting of any paperwork required by the government and vendors to purchase local equipment without duty and taxes
  • Manage the issuance of RFQs for local procurements, receive and analyze bids, and assist in negotiating final agreements with the vendor selected in accordance with input from home office
  • Issue Purchase Orders or subcontract agreements, depending on nature of the procurement.
  • Assure the proper inventory control and recording of procurements
  • Assist in conducting a semi annual physical inventory review and record any losses or damaged furnishings or equipment
  • Keep track of documentation for annual property report to USAID

Preferred Qualifications

  • Bachelor’s Degree and 8 years of experience in operations management of development programs
  • Significant experience in USAID programs
  • A thorough knowledge of FARs and AIDARs
  • Portuguese language capabilities are highly advantageous

Minimum Qualifications

Bachelor’s Degree + Eight years of relevant experience, or Master’s Degree + Six years of relevant experience, or PhD + Three years of relevant experience
