The main aim of the FAO country offices, which are headed by an FAO Representative (FAOR) , is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. For the period 2022- 2026, the FAO is supporting the Government of Mozambique through the Country Programme Framework (CPF) which is based on three Strategic Areas: Human development; Economic diversification and sustainable livelihoods; and Climate resilience and sustainable use of natural resources.

The Mozambique FAO country office is supporting the government in designing and implementing programmes and projects that contribute to building communities resilience to the impacts of climate change on agriculture.

In contribution to the CPF FAO will be implementing a project with the aim of enhancing the resilience of livelihoods to climate change for income generation by promoting durable assets, knowledge and climate information that will help smallholder farmers in Tete Province to increase their livestock productivity and become more resilient to climate change.

Reporting Lines

The National Project Coordinator will be working under the overall supervision of the FAOR, the direct supervision of the Deputy Representative in Mozambique, the guidance of the Lead Technical Officers and relevant FAO technical units in SFS, RAF and Headquarters, and in close coordination with the Provincial Directorate of Agriculture and Fisheries of Tete province in particular the Department of Livestock and the SDAEs of the districts Changara, Marara and Cahora Bassa.

Expertise and capacity to coordinate, design and implementation of climate-resilient interventions in the fields of food security, animal health and natural resource management.

Tasks And Responsibilities

The National Project Coordinator will perform the following tasks:

  • Lead the FAO team involved in project implementation and coordinate the implementation of activities with the WFP team in Tete province.
  • Undertake the analysis of project objectives and propose the best structure to be put in place for the successful implementation of the project in coordination with WFP and present the proposal for approval
  • Lead the finalization /adjustment of project work plan and procurement plan (inclusive of LoA if any) and recruitment plan and obtain its approval for implementation;
  • In coordination with WFP, operationalize the coordination with entities and counterparts for the implementation of the project;
  • Ensure timely, effective and coordinated planning and implementation of project activities, in accordance with the work plan and budget and with a view to achieving the project objectives;
  • In close coordination with the WFP team in the province , periodically review the activity plans, ensuring compliance with deadlines for accountability;
  • Participate in the design of Terms of Reference for contracting service providers and participate in the identification and selection process;
  • Supervise and monitor the activities of the contracted service providers, ensuring the achievement of the targets set out in the agreements and the timely provision of progress and budget reports in order to ensure the timely payment of instalments due under the agreements;
  • Ensure timely preparation of any additional project's work and procurement plans;
  • Ensure the timely completion of the project's administrative services;
  • Ensure that deliverables of the project fulfils the technical requirements
  • Ensure that project assets are properly used and maintained
  • Ensure the wellbeing and safety of staff under her/his supervision in coordination with FAOMZ security and HR focal points
  • Prepare the reports provided for in the project documents in the approved periods and formats, providing a detailed overview of implementation progress, impacts, perceptions of beneficiaries and progress against the predicted indicators;
  • Perform any other relevant functions as requested.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in animal health, rural engineering, rural extension.
  • At least 7 years of relevant experience in animal health, rural development, climate change and adaptation
  • Working knowledge of English
  • Mozambican nationality

  • Extent and relevance of experience in animal health, climate change adaptation and/or projects and programmes design / evaluation
  • Demonstrated experience in dealing with government officials, development partners and other country level stakeholders
  • Good experience in project management
  • Good ability to develop working relationships, coordinate and solve problems
  • Proven experience in working with teams under multidisciplinary and multicultural environments
  • Excellent writing skills
  • Knowledge of Portuguese is an asset
