The Opportunity

Efficiencies for Clinical HIV Outcomes (ECHO) is a $209 million project to support the Government of Mozambique’s achievement of HIV/AIDS epidemic control and establishing a sustainable, government-led HIV response by 2023 in provinces where USAID is the primary clinical support partner. The objectives of the project include strengthening the essential public health services for HIV epidemic control at national, provincial, and district level to ensure long-term sustainability of the HIV response, reaching and maintaining 95% HIV treatment coverage and viral suppression in designated geographic regions, ensuring that Mozambique is utilizing the latest evidence for rapid scale up and maintenance of effective HIV interventions, and providing the Government of Mozambique with data, measured findings and recommendations necessary to make key service delivery decisions.

As the Deputy Chief of Party: Management and Operations (DCOP: MO) you will function as the chief financial officer and manager of all financial aspects of the contract. The successful candidate will function as the principal point of contact with USAID in these areas.

Core Responsibilities

  • Provide managerial and operational support to the Chief of Party, by overseeing project finance and accounting, operations, grants management, IT and human resources
  • Improve to implement systems and processes that improve the cost-effectiveness of the operations
  • Collaboratively create and implement a strategic, long-term vision for the operations of the project
  • Lead and oversee development of annual budgets, financial reports, compliance documentation, and other deliverables, ensuring all are on time and of high quality
  • Manage and supervise project financial, grants, administration, and operations personnel
  • Troubleshoot to prevent and resolve potential problems related to finance and operations and review outputs for quality control
  • Provide support to COP in ensuring compliance with the policy and legislative requirements of USAID as stipulated
  • Act as acting COP in the absence of the COP, as necessary.
  • Defining, implementing, and revising operational policies and guidelines for the project
  • Developing and executing new growth directives
  • Working with the human resources department to create job descriptions, hire competent personnel and oversee employee training programs
  • Working with the human resources department to develop and implement staff evaluation parameters
  • Liaising with departmental heads to develop financial plans and ensure project-wide operational compliance
  • Keeping track of the company’s invoices/expenses/pipelines margins and conduct budget reviews to maximize efficiency
  • Managing procurement and resource allocation
  • Collaborating with leadership to build an environment of collective responsibility and accountability.
  • Ensuring adherence to key performance objectives to meet business and client expectations.

What We Value

  • Master’s degree in public or business administration, finance, or a related field, and 12 years of experience managing grants or contracts for private sector, universities, international NGOs, or other organizations with similar scopes of work
  • At least 8 years of experience managing grants or contracts for private sector, universities, international NGOs or other organizations with similar scopes of work.
  • Experience and knowledge in fiscally managing all aspects of at least one large multi-million US dollar contract funded by an international donor
  • Demonstrated skilling in organizing, tracking, and monitoring resources and establishing priorities.
  • Strong oral and written communication skills in Portuguese and English are required
