SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams – 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.

About The Mission

Solidarités International intervened in Mozambique in March 2019 for a few months following the passage of Cyclone Idai, which hit the Province of Sofala and the city of Beira hard. Operations were suspended after the emergency phase and the mission closed. The evolution of the situation in Cabo Delgado province, hit by several cyclones and severely affected by the violent actions of armed groups claiming to be IS, which caused the displacement of nearly 700 000 people, led to an assessment in May 2021 and to the reopening of the mission.

A first base was opened in Mueda with a classic base set up (Field Coordinator, Administrative Manager, Logistics Manager and Program Manager) with the implementation of a first WaSH project (UNICEF 350kUSD on going, Start Fund 162kGBP closed).

Solidarites International was one of the first INGO actors to respond to the growing crisis in Cabo Delgado, leading emergency response and distributions in hard-to-reach areas. SI has completed its opening phase, and diversified its activities in 2022. A new field base (in Palma) is opening and multiple new projects are opening.

In 2021, Solidarites International developed a WASH response in Mueda Districts complemented by an emergency response to provide survival kits to newly displaced families. The WASH programs are focusing on in one hand supporting IDPs sites by providing water, sanitation and hygiene solution rapidly through emergency solution, and on the other hand working to improve the water network of the city in a more sustainable approach. SI also implemented a limited Shelter/NFI response in displacement sites in Mueda.

Since 2021, SI carried out WASH emergency activities thanks to the Start fund, UNICEF and SDC fundings to respond to the humanitarian needs of in and out of camp IDPs, as well as host communities. SI also developed a strong shelter/NFI component with UNHCR funds in the country, mainly in IDPs sites, and has expanded its support to the affected population with general food distribution in Nangade in the past months (WFP funds). This expertise led SI to implement emergency NFI distributions as well as more sustainable shelter responses to respond to the needs of the populations living in the relocation camps.

In 2022, mission expanded into integrated, multi-sectorial programming including: NFI, CCCM, Shelter, Food, WASH, RRM and Livelihoods.

This scale up in terms of sectors is also reflected in term of geography, with new areas of interventions such as Palma, Muindumbe, Nangade, and all other new accessible areas in the province. Current signed funding valid in 2022 - 2023: ECHO (1.4 M EUR), BHA (12M USD).

• In Mueda and Nangade: emergency WASH activities to support IDPs and host communities affected by the conflict / emergency shelter activities to support IDPs / longer term WaSH activities (network reinforcement) / NFI distributions / Food distribution / CCCM activities / RRM activities
• In Palma/newly accessible areas: rapid response to displaced people (food, wash, NFI)

About the job

The Main Challenges

Generally speaking, Mueda is a big base with many activities requiring logistic support and a lot of supply. The switch from emergency to regular processes is showing to be a big challenge as it takes time and energy to change habits and apply appropriate procedures.

• Support on-going activities (both emergency and more sustainable infrastructure programs) through reinforced communication and organization with the programs
• Reinforce SI process for fleet & fuel management, equipment management, stock management, premises management, etc…
• Manage 7 premises and an external fleet of > 15 vehicles
• Manage and capacity build the log team with new team members ( 2 deputies to be recruited and trained)
• Optimizing operational logistics strategy with the support of the Logistics Coordinator
• Support the Field Coordinator on the Security & Safety management.
• Put in place a close follow up of the logistics budget follow up and update all expected expenses for 2023

Management

The Logistics Manager will directly manage the logistics team in Mueda. He/she will work in close coordination with the administrative manager, the 5 Program Managers, the deputy field coordinator for programs and the Field coordinator in Mueda.

Priorities For The 2/3 First Months

• Review work organization of log team to clarify roles and responsibilities
• Continue the work started on building the capacity of the team (goal set up = 2 deputies + 2 assistants + 2 officers + 2 storekeepers + >25 watchmen)
• Work in close coordination with multiple program teams to ensure support to the on-going and new programs
• Optimize warehouses (4) management in Mueda: emphasis on the tracking of in/out movement of goods and security of the warehouses.
• Ensure the logistic budget follow-up with significant budgets among multiples grants
• Ensure the security aspect of the fleet management
• Ensure continuity of a proper physical and digital archiving

Your profile

Education / Academic Background

education background in logistics management, transport, warehousing, supply chain, purchasing is an asset.

Specific Skills And Experience

• At very least 2 missions as logistic base manager in a similar size base
• Previous experience of logistics and supply management is mandatory.
• Previous experience with SI and Knowledge of SI tools and processes is
• Previous experience in unstable environment (conflict / post conflict country) is an asset.
• Knowledge of Solidarites rules, tools and procedures is an asset as the base opens
• Management skills
• Understanding, knowledge of local cultural / religious codes and habits and capacity to adapt to this environment
• MS office.
• Good analytical skills, ability to adapt
• Good communication and diplomatic skill
• Good organization skills.
• Capacity to work under pressure in a tense security environment.
• Basic knowledge of electricity and/or plumbing is an asset.

Language

• Portuguese (basic level at least)
• fluent in Spanish or Italian is an asset.
• English is mandatory.
• Swahili is an asset

SI will offer you

A Salaried Position

According to experience, starting from EUR 1800 gross per month ( + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.

SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

• Individual, comfortable room in the guesthouse, with electricity 24/7.
• Internet and Phone network available
• Restaurants and international food are available

Living conditions in Muedaare very good with an easy access to a wide range of restaurants, cafes...

Security risks are low, and restrictions are very limited.

However, when going on the field bases, living conditions are more basic, with fewer opportunities for socialization, as well as some individual movements’ restrictions. Security levels vary according to the different geographical locations and changes of context.
