The Organization
SOLIDARITES INTERNATIONAL is a French humanitarian organization which provides aid and assistance to victims of war or natural disaster. For over 42 years the association has focused on meeting three vital needs – water, food and shelter. Currently present in Mozambique since 2019, SI carries out emergency / post-emergency programs in WASH sector in Cabo Delgado.
Description of the Position
The Shelter Program Manager will lead the development of the Shelter response in camps as well as the maintenance and rehabilitation of existing facilities and constructions. The areas of intervention are Mueda, Nangade and Muidumbe districts, in the north of Cabo Delgado Province. Key programme activities include:
- Shelter kit distributions;
- Technical training and oversight of shelter construction;
- Lead management on road construction and community lighting;
- Non-Food Items (NFIs) and Hygiene Kits (HK) distributions;
- Supporting assessments in new emergencies.
Overall, the emergency Shelter/NFI program manager is responsible for implementing and achieving the objectives defined in the operation proposals. She/He is responsible for overseeing operational teams assigned to the program, and guarantees the good performance and the quality of the program(s) intervention implemented, and, where appropriate, proposes adjustments or developments to ensure relevance of SI programs in Cabo Delgado.
Responsibilities
Specific stakes and challenges
- Manage 2 different sectoral teams (Shelter, NFI distributions);
- Develop the Shelter and NFI strategies;
- With support of the Deputy Field coordinator, the Program Manager ensures proper capacity building of the team;
- The Shelter PM will have to manage the UNHCR Shelter Project started in 2022 and reviewed for 2023, as well as support assessments to develop SI Shelter/NFI strategy;
- She/He will also guarantee quality and monitoring of all activities and program implementation according humanitarian and SI standards;
- Finally, the PM is responsible, with the support of the deputy field coordinator, to implement and follow up project management tools.
Requirements
Studies
- Master degree in relevant subject.
Experience
- At least two years of experience as program manager in humanitarian environments;
- Experience in a management position ideally in both emergency and developmental contexts;
- Experience in construction (light shelter structures, road construction) electric grid design is a plus;
- Experience in capacity buildings of teams;
- Experience in humanitarian analysis and external representation;
- Experience of budget management.
Technical Skills
- Knowledge about project cycle management and monitoring tools;
- Extensive report writing skills in English;
- Ability to analyze information quickly and accurately;
- Community mobilization and engagement skills;
- Good problem solving skills in day to day and crisis situations;
- Flexible approach to managing and prioritizing a high workload and multiple tasks with tight deadlines.
