Background

The USAID Local Health System Sustainability Project (LHSS) project helps low- and middle-income countries transition to sustainable, self-financed health systems as a means to support universal health coverage. Led by Abt Associates, the five-year project works with partner countries and local stakeholders to reduce financial barriers to care and treatment, ensure equitable access to essential health services for all people, and improve the quality of health services.

USAID’s Office of HIV/AIDS (OHA), with other USAID partners, is spearheading an initiative to elevate people-centered outcomes in HIV programming. The partnership has developed six indicators to track these outcomes, which are ready to be tested in an existing HIV program setting. With funding from OHA, LHSS will design and implement an intervention and a study to introduce, test, refine, and validate the people-centered outcome metrics in selected facilities in Mozambique that are supported by the USAID-funded and Abt-led Efficiencies for Clinical Outcomes (ECHO) program. The activity will involve attempting to introduce and then integrate the six people-centered indicators at two ECHO facilities, assessing the indicators’ feasibility and data quality, and then exploring their potential for improving the care experience—from the perspective of program staff, providers, and clients. Abt Associates - LHSS Project is seeking data analysts located in Tete Province to support the activity, which will be implemented in two facilities (CS Mpadue and CS No 2 Bairro Matundo) in Tete province.

Abt Associates - LHSS Project is retaining a Mozambique-based consultant with technical knowledge of quantitative and qualitative research to support implementation of the activity. The consultant is expected to operate with a high degree of independence and advanced judgment and to deliver results at the end of a limited period of time. The consultant is not considered an employee of Abt Associates. The data analyst consultant will coordinate with the LHSS lead research consultant to undertake the following key results:

  • Provide logistics support for indicator orientation and other meetings as needed (3 days)
  • Collect and clean indicator data at two points in time (15 days)
  • Attend orientation to resources and processes on data collection (1 day)
  • Collect indicator data by conducting exit interviews with HIV clients at one facility (50 clients; 10 clients per day = 5 days, twice)
  • Enter data into Excel and clean data in accordance with established processes and in coordination with LHSS consultant (2 days, twice)
  • Administer study tools and data cleaning for three study phases (1a, 1b and 2) at one facility (32 days)
  • Attend orientation to resources and processes on data collection (1 day)

  • Perform transcription and translation of discussions

  • Adminster interview (quantitative and qualitative combined questionnaire) for final phase of study (7 days)
  • 20 KIIs with clients at one facility (4 interviews per day = 5 days)
  • 10 KIIs with providers and program staff at one facility (5 interviews per day = 2 days)
  • Perform transcription and translation of KII qualitative data for 30 KIIs (Half day per interview = 15 days)
  • Perform data entry and cleaning of quantitative data in Excel (5 days)

Minimum Qualifications:

  • Bachelor’s degree or senior-level University student required
  • Experience in health-related research or data collection
  • Experience in administering quantitative and qualitative surveys, collecting and cleaning data
  • Experience in transcribing and translating qualitative data
  • Experience in detailed note-taking for focus group discussions
  • Excellent language proficiency in both Portuguese and English required
  • Proficiency in Microsoft applications (Word, Excel, PowerPoint)
  • Demonstrated ability to communicate clearly and complete tasks on time
  • Ability to operate using independent judgment and to produce results while working with limited or no supervision

Key Deliverables:

  • Cleaned data on six indicators from two rounds of data collection (Excel)
  • Cleaned and translated quantitative and qualitative data files for all phases of study as agreed with LHSS home office activity team (Excel or Word)

Level of Effort and Period of Performance:

The anticipated period of performance for this assignment is July 2022 – June 2023, with a total maximum LOE of up to 50 days
