Job Purpose

The position is needed to enable delivery of logistics services which are in-line with IFRC Logistics strategy and IFRC procedures ensuring right quality and optimized services that meets the requests of services users.

This will include involvement in fleet management, stock control, warehousing, ensuring efficient logistics and warehousing operations, and is the first line of assistance during the response for operations involving the warehouse stock.

He/She will work closely with CVM logistic department ensuring integrated approach with HNS and conduct activities in scope of National Society development (NSD).

This role is based in Maputo, Mozambique but operates as a part of global LPSCM unit, therefore needs to maintain awareness of wider activities. Based on current and anticipated needs, there is the potential for domestic travel for short term deployment to support the operations of IFRC in the country.

Job Duties And Responsibilities

Logistics standards and procedure:

  • Responsible for implementing and maintaining standard IFRC/CVM logistics. Updates in Logic and Fleetwave.
  • Conform to IFRC guidelines with regards to LPSCM standards including logistics financial and procedural management of the procurement process and contract management, seeking clarification and guidance.

Fleet

  • Provide overall control of all vehicles, vehicle despatcher and drivers.
  • Ensure that all vehicles in Country are registered, insured and have valid documentation that allows them to operate in accordance with the rules of the land.
  • Ensure that vehicles are well maintained and serviced timeously in line with IFRC regulations.
  • Ensure that vehicle files are readily available, and all information therein is up to date.
  • Ensure that all logbooks are adequately filled and submitting logbook information to the Regional Fleet Officer on a Monthly basis.
  • Advising on preventative and repairs of vehicles in order to ensure maximum life span on vehicles.
  • Assist in driver recruitment and training.
  • Advise Logistics Delegate of all legislation changes and ensuring compliance therewith.
  • Update all the information to fleetwave adequately.

Warehousing

  • To maintain and develop the IFRC - Mozambique Red Cross warehousing (reorganizing and maintenance)
  • To implement, maintain and follow IFRC - Mozambique Red Cross standard warehouse practices and record keeping in accordance with audit trail standards.
  • To ensure the correct storage and rotation of stocks, as well as proper structural maintenance of the warehouse(s) in view of maintaining all stocks in good condition.
  • To maintain accurate stock records and controls and provide weekly and monthly stock reports to the Line Manager and advice on warehousing issues that affect the overall operations.
  • To organize local labour timely and efficiently. Reception and dispatch of goods within the warehouse.
  • To liaise and maintain timely communications with relevant other delegation units, departments and services to ensure the timely and efficient receipt and dispatch of goods from the warehouse in support of their activities.
  • To support, train and develop the competencies of local employees, so they may be self-sustaining
  • To contribute to strengthening the capacity of the IFRC - CVM warehouse staffs
  • To perform other duties as may be assigned by the direct supervisor

Staff Management

  • Provide coaching and on-the-job training to the CVM staff and volunteers with regards to building capacity at local levels on Logistics Standards and accountability.

Airport operations

  • Receiving, un-loading, clearing and transporting goods and equipment.
  • Liaise with airport authority and logistics services provider at the airport to ensure smooth reception and rapid clearance.

Port operations

  • Receiving, un-loading, clearing and transporting goods.

Other Duties

  • Ensure proper asset management and reporting including implementation of existing IFRC tools and software

Education

  • University degree in degree in Business Administration, Management, Logistics, Procurement, or a related field

Experience

  • A Minimum of 4 years’ experience in leading and managing logistics
  • Ability to motivate, lead and work effectively through others to achieve operational objectives
  • Experience of working with a Red Cross/Crescent Society.
  • Strong procurement knowledge and experience
  • Experience in developing and implementing trainings in supply chain management
  • Must have a valid driver’s licence legal in Mozambique
  • Good knowledge and relevant work experience in working with Humanitarian organizations

This is a national staff position open to Mozambican nationals. Candidates must be able to provide proof of their eligibility to work in Mozambique.
