Efficiencies for Clinical HIV Outcomes (ECHO) is a $209 million project to support the Government of Mozambique’s achievement of HIV/AIDS epidemic control and establishing a sustainable, government-led HIV response by 2023 in provinces where USAID is the primary clinical support partner. The objectives of the project include strengthening the essential public health services for HIV epidemic control at national, provincial, and district level to ensure long-term sustainability of the HIV response, reaching and maintaining 95% HIV treatment coverage and viral suppression in designated geographic regions, ensuring that Mozambique is utilizing the latest evidence for rapid scale up and maintenance of effective HIV interventions, and providing the Government of Mozambique with data, measured findings and recommendations necessary to make key service delivery decisions.

Under the supervision of the Chief of Party, the Medical Director – Manica provides leadership for the ECHO Project activities and ensure its high performance in Manica province. These activities will include but are not limited to, service delivery quality improvement, staff and partner training, and capacity assessment and capacity building. S/he will oversee multi-disciplinary integrated teams or Equipes Integradas, coordinate with government and donor activities at the provincial level, lead the preparation of related project documents and deliverables, and oversee development of guidelines/protocols and training materials.

Key Roles And Responsibilities

  • Provides direction, leadership, and on-going monitoring of the ECHO Project’s activities in Manica;
  • Establishes solid relationships with our Provincial Health Directorate (Directoria Provincial de Saúde - DPS) and District Health Directorate ( Servicos Distritais de Saúde, Género, Criança e Acção Social - SDSGCAS) partners in order to create mutually agreeable MOUs;
  • Oversees multi-disciplinary integrated teams or Equipes Integradas (EIs);
  • Assesses current managerial and operational efficiencies at the provincial and district level and identifies critical areas for project capacity building initiatives;
  • Leads project initiatives that aim to increase and extend the administrative, managerial, and operational capacity of provincial and district levels;
  • Coordinates and works with a diverse group of organizations, including MISAU, provincial and district health staff, several international and national development partner organizations;
  • Provides technical assistance to provincial and district technical teams for outputs and activities related to integrated service delivery;
  • Responsible for ensuring the achievement of expected outcomes and quality review/assurance in project activities;
  • Participates in relevant provincial level planning and review meetings, technical working groups (TWGs), donor coordination meetings, PEPFAR/USAID meetings, and other relevant fora, to ensure that our support to ECHO districts aligns with and complements the efforts of others, as well as to share best practices and learning;
  • Contributes to brainstorming and development of research agendas and special projects related to improving service delivery;
  • Oversees the preparation of provincial-level workplans, progress reports and inputs for ECHO-wide reports and deliverables

Preferred Qualifications

  • Clinical degree (medical doctor or nurse);
  • At least 9 years of relevant professional experience in international health programs;
  • Significant experience managing and coordinating field activities;
  • Demonstrated understanding of policies, guidelines and existing challenges to HIV/AIDS health quality in Mozambique;
  • Strong management, program planning, interpersonal, team building, and communications skills;
  • Significant management and organizational experience at large donor-funded development programs;
  • Experience with performance improvement approaches, decentralization, and performance-based planning is desirable;
  • Fluent Portuguese; strong English skills highly desirable.

Minimum Qualifications

Bachelor’s Degree + Nine years of relevant experience, or Master’s Degree + Seven years of relevant experience, or PhD + Four years of relevant experience
