Organizational Setting

The crisis in northern Mozambique has rapidly deteriorated because of conflict, insecurity and violence in Cabo Delgado, leading to significant displacement, disruption of livelihoods and lack of access to basic services. It is within this context that the Food and Agriculture Organization of the United Nations (FAO) has launched the 2021 - 23 Agricultural Livelihoods Response Plan for northern Mozambique. Support provided to the IDPs and host communities will ensure they resume local crop production, fishing and livestock rearing activities while sustainably managing the soil, forest and fish resources. The Agriculture Livelihoods Response will further ensure that humanitarian interventions are appropriately linked to medium and longer-term actions that embraces both market-oriented and ecosystem-based approaches. Projects developed under the Agriculture Livelihoods Response Plan will contribute towards enhanced food and nutrition security of the populations, while laying the foundation to build resilient livelihoods against future climatic shocks and stressors.

Reporting Lines

Under the Logistics Unit, the Logistics Officer is located in the FAO Mozambique, Pemba office covering the northern part of the country, under the overall supervision of the FAOR and direct Supervision of the Head of Office.

Technical Focus

Lead, coordinate and provide effective leadership in the management of FAO Mozambique logistical operations in close collaboration with heads of units and Heads of Field Offices (HoFO’s) to ensure timely and efficient delivery of emergency, rehabilitation and development projects.

Tasks And Responsibilities

  • Analyse regional/country context and lead the design and management of end-to-end logistical system for warehousing and delivery capacity, to proactively mitigate logistical challenges and achieve operational optimization;
  • Coordinate management of service providers, deliveries and warehouse operations to promote safe and efficient strategies and execution of FAO’s operations. This includes establishment of long term agreements for e.g. customs clearance, storage and transport;
  • Monitor supply dashboards and mitigate potential logistical bottlenecks and challenges to drive improvements and ensure efficient and effective logistics system;
  • Lead development and maintenance of internal procedures and workflows relating to logistical processes;
  • Establish schedule for periodic physical inventory of warehouse stock.
  • Provide Procurement Support to the Project Officers and Technical Officers through all the phases of Project Cycle.
  • Foster productive partnerships with key stakeholders amongst UN agencies and NGOs to share knowledge and resources, resulting in coordinated and cost-effective logistical operations.
  • Formulate specific Standard Operating Procedures including policies for field logistic support;
  • Provide effective and timely planning, oversight, management and coordination of logistics support operations, including integration and monitoring the implementation of logistics support plans at all field offices. Ensure effective and timely provision and coordination of diverse logistics support requirements;

Delivery Response

  • In consultation with the FAO Representative, provide input to the country programme planning and advice on logistical requirements for the Representation and Annual Work Plans;
  • Collaborate with key sections on logistics needs in support of the country programme implementation. Provide technical advice on handling logistics, risks and cost implications for safe and efficient delivery.
  • Ensure that supervised staff are adequately trained, cross trained; identify additional training needs to achieve high working standards;
  • Coordinate and provide logistics support to ongoing air, land, sea, or rail operations in the field;

Technical and Advisory Support

  • Provide technical oversight and ensure proper logistical management practices and procedures are in place according to FAO’s standards to provide optimum support;
  • Lead market analysis and supply chain network mapping to inform the selection of appropriate operation modalities and enhance logistical performance.
  • Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained;

Resource Management

  • Prepare logistics and support plans, deployment timelines and budget requirements. Develops contingency plans and implements methodologies and tools to maximize the effectiveness of logistical operations;
  • Supervise the logistics team and facilitates engagement and delivery of high quality results through effective work planning, performance management, coaching, and capacity development

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in logistics, supply chain, procurement or other related fields is required;
  • Minimum ten (10) years of professional and supervisory experience, with at least three (3) years at supervisory level managing logistics, delivery operations and/or supply chain management is required;
  • Working knowledge of English and limited knowledge of one the other FAO languages (Arabic, Chinese, French, Russian, or Spanish) is required.

Technical/Functional Skills

  • Work experience in more than one location or area of work, particularly in field positions is desirable;
  • Understanding of FAO policies and programmes is considered a strong asset;
  • Extent and relevance of experience in supporting, advising and guiding the implementation of complex, logistical operations;
  • Extent of experience in formulation, implementation and monitoring of logistical operations;
  • Ability to develop plans for the implementation and coordination of project operations in developing countries, in partnership with UN agencies and other concerned actors;
  • Familiarity with UN administrative, operational and financial procedures is an asset.
  • Experience in providing logistics and /or supply chain/procurement services in complex, volatile, conflict or post-conflict environment is highly desirable;
  • Experience within the UN system is highly desirable;
  • Diploma in the Chartered Institute of Purchasing and Supplies Diploma (CIPS, Level 4) is an added advantage
