The Embassy of Ireland in Maputo is seeking to recruit a highly motivated and dynamic individual to join its growing team in the position of Finance Assistant at Programme Executive level. The successful candidate will play a key role in supporting the effective implementation and administration of Ireland’s development programme in Mozambique, while also providing essential support to the operational aspects of the Embassy.

 

Finance Assistant - Position details:

  • The position is full-time and will be based at the Embassy of Ireland, Maputo. The role may require occasional travel within Mozambique.
  • The candidate will be required to complete the ACCA training programme (or other internationally recognised accountancy qualification). Support will be provided for study of ACCA training.
  • The contract will be offered on a two-year renewable basis, including a probationary period.
  • Competitive salary (starting €16,224.00 per annum), plus health insurance and training opportunities. Salaries are paid direct to a bank account, therefore the successful candidate must have a bank account. 

 

Main responsibilities

  • Under the direction of the Head of Finance (HOF), work directly with Finance Team to support the achievement of results in the relevant sectors and Embassy business outcomes.
  • Support HOF in the day-to-day financial management and control to the financial resources allocated to the Embassy and Aid Programme.
  • Support HOF in the timely provision of financial information for reporting to headquarters in Ireland and to the Embassy management.
  • Support HOF budget process, ongoing monitoring of expenditure against budget.
  • Support HOF in ensuring the Embassy is compliant with the local regulatory system, with particular emphasis on payroll taxes, pension liabilities and VAT.         
  • Support HOF in ensuring compliance with all financial procedures as prescribed.
  • Support HOF in ensuring the risk of fraud is minimised.
  • Other administrative and finance support as required.

 

Indicative but non-exhaustive range of specific responsibilities associated with the position

 

In line with the Department of Foreign Affairs Development Cooperation Division’s (DCD) Financial Policy & Procedures Manual and other applicable controls:

 

  • Record Embassy financial transactions using the SUN system
  • Regular and periodic preparation of reconciliations (bank, petty cash, consular fees, and any other balance sheet accounts)
  • Prepare payment processes for admin and programme expenses
  • Liaise with the Irish Aid programme executives to ensure all confirmation of receipt of funds by partners are received timely
  • Timely preparation and submission of VAT recoupment dossiers
  • Process payments of advances for local and posted staff
  • Set-up payments beneficiaries (Payees) on SUN
  • When necessary, request social security numbers for new employees and upload pension contributions on SISSMO (Sistema de Informação de Segurança Social de Moçambique) for review and payment
  • Fill in of withholding tax returns, including submission to Tax Authority
  • When required, assist the Finance Manager in preparing/gathering documentation, data and information for external audits, and to address queries and questions from HQ
  • Provide assistance in the month-end close exercise ( e.g. inputting relevant exchange rates on SUN, prepare bank statements for upload on DFA Intranet)

 

Candidate profile:

Essential Requirements:

To be eligible the following qualifications and competencies are required: 

  • A bachelor’s degree in accounting, finance, business or related areas.
  • Fluency in spoken and written English and Portuguese.
  • Commitment to study or already started study of professional certification in Accounting (ACCA, CIMA or CPA).
  • One to three years of relevant experience working in a finance function.
  • Good knowledge of the Mozambican Bank and Tax Regulations.
  • Strong interpersonal and communication skills.
  • Proactive and highly self-motivated.
  • Drive to achieve results; systematic and organised approach to work.
  • Attention to detail.
  • Good analytical and organisational skills and the ability to think and plan logically.
  • The ability to work as part of a team, with a proven capacity for delivering timely results.
  • Proficiency in the Microsoft suite of applications i.e. Word, Excel, Outlook and PowerPoint. 

 

In addition to the essential criteria above, the following criteria are desirable: 

  • Computer literacy and ability and willingness to learn about accounting packages, and other business systems.
  • Experience in the use of financial management accounting packages (knowledge of Infor Sun System would be a strong advantage).
  • Experience in payroll.
  • Experience in office administration – including human resources, procurement and/or communications. 
  • Knowledge and understanding of the development and humanitarian situation in Mozambique.

 

Note: Candidates must have the legal right to work in Mozambique. All locally hired staff are required to have a legal entitlement to live and work in the country prior to hiring.
