Job Summary

 

Efficiencies for Clinical HIV Outcomes (ECHO) is a $209 million project to support the Government of Mozambique’s achievement of HIV/AIDS epidemic control and establishing a sustainable, government-led HIV response by 2023 in provinces where USAID is the primary clinical support partner. The objectives of the project include strengthening the essential public health services for HIV epidemic control at national, provincial, and district level to ensure long-term sustainability of the HIV response, reaching and maintaining 95% HIV treatment coverage and viral suppression in designated geographic regions, ensuring that Mozambique is utilizing the latest evidence for rapid scale up and maintenance of effective HIV interventions, and providing the Government of Mozambique with data, measured findings and recommendations necessary to make key service delivery decisions. 

 

As part of an Equipa Integrada, the Psychosocial Support and Community Linkages Officer conducts regular visits to districts and health facilities to provide technical assistance to district and facility staff and NGOs on psychosocial support and community linkages for improved HIV testing and treatment services, towards the achievement of project targets. S/he works in close collaboration with other members of the Equipa Integrada to provide holistic technical assistance, following up on other areas as needed. This position is based in Lichinga, Niassa. 

 

Key Roles and Responsibilities

 

  • Conduct regular visits to health facilities and communities to support implementation of ECHO community-based activities and provide field-based technical assistance and programmatic guidance as needed
  • Ensure proper communication, coordination and harmonization of tools with the different stakeholders involved in community-based activities 
  • Support facility, district, and NGO staff to routinely report progress on psychosocial and community based activities, and to measure the impact of ECHO’s community-based and psychosocial interventions.
  • Provide technical support and supervision to facilities, DPS, SDSGCAS, and NGOs to develop and implement strategies for community-based HIV testing, psychosocial support, patient tracking, reducing defaulters and loss to follow-up, and improving adherence and retention of patients
  • Provide technical supervision and guidance to psychosocial support staff in health facilities
  • Participate in the identification, selection, monitoring, and capacity building of partner CBOs and NGOs that will implement ECHO’s community-based activities in the assigned province
  • Support the development and implementation of effective referral systems from the community to health facilities
  • Support the implementation of other community sensitization activities such as radio messaging, newspaper, street theatre, etc.
  • Plan and support implementation of trainings for community groups as necessary.


Preferred Qualifications

 

  • Bachelor’s degree in psychology, social services, or related field. 
  • At least 4 years of experience with community-based work in the health context, preferably in HIV. 
  • Sound knowledge of GRM guidelines, protocols, and strategies for HIV testing and counseling and psychosocial support (APSS in Portuguese). 
  • Proven sensitivity to cultural perceptions needed to complete tasks adequately.
  • Previous experience working with NGOs is an advantage
  • Good organizational skills and ability to write and interpret reports 
  • Willing to travel regularly to throughout the districts of the assigned province. 
  • Fluency in Portuguese required; English skills are an advantage.

 

Minimum Qualifications

 

  • Bachleor's degree and 2-4 years of experience OR the equivalent combination of education and experience.
