SUMMARY:

Counterpart International is currently seeking an Admin/Grants Officer for a 5-year USDA McGovern-Dole Food for Education and Child Nutrition Program which aims to reduce hunger and improve literacy and nutrition among school-age students, especially girls. With the support and under the supervision of the HR/Admin Manager, the Admin/Grants Officer will be responsible for ensuring effective management and monitoring of the grants, provide technical assistance to grants recipients, with a focus on compliance with USDA rules and regulations and for ensuring that daily administrative activities properly documented. This is a full-time position based in Maputo, Mozambique. The applicant should be a Mozambique national or have the legal right to work/reside in Mozambique.

Responsibilities

Administration:

 

  • Responsible for the daily administrative needs Counterpart’s office space in Manhiça and oversee the logistic needs;
  • Liaise with service providers for Counterpart’s office in Manhiça, negotiating and complying with service contracts, and pay bills;
  • Provide administrative support, as needed, to the project’s activities;
  • Assist with travel logistics for program staff;
  • Responsible for the petty cash management in Manhiça office;

Stocks:

 

  • Manage storage and inventory (logistics equipment, stationery and cleaning products);
  • Monitor the use of project supplies and ensure the replenishment of stocks;
  • Ensure the project inventory is kept updated.

 

Vehicles:

 

  • Ensure proper management of project vehicles, regular maintenance and use of vehicle logbooks;
  • Ensure the organization of transport (daily movement of vehicles);
  • Track fuel consumption and use of spare parts;
  • Oversee project drivers.

 

Telecommunications:

  • Ensure the smooth operation, use, maintenance, and monitoring of communications equipment (computers, mobile phones, etc.).
  • Update contact list.
  • Brief project staff on the operation and the terms of use of communications equipment.

 

Grants:

 

  • Monitor the compliance of grant recipients to ensure general and specific requirements of grants are adhered to;
  • Assist in the grant-making process from start to finish, including design and issuance of Annual Program Statement (APS), review of proposals, and financial and narrative reporting;
  • Ensure that the sub-grants to local civil society organizations and any other sub-grantees are implemented as per program objectives, design and USDA sub-grants regulations;
  • Support in the provision of training and technical assistance to grantees on USDA regulations, financial management and reporting;
  • Monitor grantee performance per sub-grant agreement requirements;
  • Assist to ensure accurate grant close-out procedures;
  • Assist on the review of financial and program reports for submission to the Chief of Party, as well as documentation to ensure that grantees meet both Counterpart International and USDA rules and regulations;
  • Provides information to accounting staff to ensure proper recording of grants for financial records;
  • Assist Program Team with evaluating and monitoring of program activities, targets, and accomplishments, and ensuring the quality of program performance and reporting as well as propose adjustments to the sub-grant program and budget;
  • Other duties as assigned.

Qualifications

Required

  • University Degree in International Development, Social Science, Finance, Business Administration, or related field is required.
  • Preferred six years in administering small grants in an international development program, including experience in grants design, negotiation, and administration of civil society related grants;
  • Thorough knowledge of and experience regarding grants administration, contracting, and procurement regulations;
  • Demonstrated knowledge of US Government rules, regulations, policies and procedures;
  • Excellent organizational, analytical, and oral and written communications skills.
  • Ability to work well in a team environment, strong interpersonal skills;
  • Able to work effectively with civil society organizations, and other beneficiaries
  • English and Portuguese fluency are required.
