Job Summary

 

Efficiencies for Clinical HIV Outcomes (ECHO) is a USD 209 million project to support the Government of Mozambique's achievement of HIV/AIDS epidemic control and establishing a sustainable governmental response by 2023 in provinces where USAID is the primary clinical partner. The objectives of the project include strengthening the essential public health services for HIV epidemic control at national, provincial, and district level to ensure long-term sustainability of the HIV response, reaching and maintaining 95% treatment coverage and viral suppression in designated geographic regions, ensuring that Mozambique is utilizing the latest evidence for rapid escalation and maintenance of effective HIV interventions, and providing the Government of Mozambique with data, measured findings and recommendations necessary to make key service delivery decisions.

 

Working under the supervision of the National Director of Monitoring and Evaluation (M&E) and coordinating closely with the National EPTS Manager, the Health Information System Officer develops and maintains a patient data warehouse and aggregated data from an increasing number of clinical health facilities providing care and treatment of HIV and other health services (TB, MCH, GBV, Malaria, etc.) for program implementation, program progress assessment and improvement. He/she also provides technical assistance to the health facility to maintain and implement the EPTS. This position is based in Beira, Sofala. 

 

Key Roles and Responsibilities

 

  • Modify and maintain a robust and easy-to-use EPTS/DHIS2 reporting system capable of capturing large volumes of longitudinal data at the patient or health facility level from multiple service delivery locations;
  • Participate in innovative technological solutions (i.e. cutting-edge technologies in terms of care, mobile health interventions, etc.) to address barriers in the delivery of quality health services.
  • Create larger database analytical datasets at the patient level for use in the analysis as required;
  • Complete the cells of the tables for the planned reports and analyses;
  • Work with province-based M&A personnel to develop automatedfeedbackreports, MISAU work model and feedbackreports from partners currently in use;
  • Conduct training for health teams and DPS on database management and report generation;
  • Work in collaboration with database manager for aggregated database (SUR - unified system of aggregated statistics)
  • Participate as a team member in local M&E and DPS / MISAU teams in analytical capability for program evaluation using patient-level data;
  • Perform basic descriptive analyses for data disclosure reports;
  • Perform other tasks as assigned.


Minimum Qualifications 

 

  • Master in Computer Science (IT);
  • Four years of experience related to database management and /or computer programming;
  • Excellent skills required in Lynux, Java, Tomcat, MySQL operating systems, with extensive experience in Open MRS and DHIS2 software
  • Excellent skills in Visual Basic for Access and SQL will be preferred;
  • A demonstrated ability to work independently and function as a full member of the team is critical.
  • Ability to independently plan and execute complex tasks, addressing daily management details and remaining organized and focused on long-term deadlines and strategies.
  • Excellent organizational and oral / written communication skills are required;
  • Experience in international development, public health, working with data collected as part of the provision of routine health services and /or in HIV / AIDS programs;
  • Fluency in Portuguese and technical knowledge of English

 

Preferred Qualifications

 

  • (6+) years of experience and a master degree OR the equivalent combination of education and experience.
