BACKGROUND;

The IUCN Eastern and Southern Africa Regional Office (ESARO) operates in twenty-four countries in the Horn of Africa, East Africa, Southern Africa and the Western Indian Ocean. The ESARO region is extremely rich in biodiversity with high number of endemic species and the largest remaining populations of iconic wildlife left on the continent. ESARO’s Programme focuses on biodiversity conservation through a diverse portfolio of projects and programmatic initiatives ranging from activities at the level of individual protected areas to shaping regional policy on biodiversity conservation. ESARO defines and delivers on its programmatic priorities in collaboration with IUCN members, commissions and other strategic partners. In Mozambique, IUCN began its activities in 1993 and established the country office in 1998. Since then, IUCN´s country representation in Mozambique has been developing various projects and activities in partnership with other institutions and donors agencies. The focus of the IUCN programme implemented out of the Mozambique office has, to date, largely been at local and national level engaging in a broad range of areas primarily related to the equitable and sustainable use of natural resources.

JOB DESCRIPTION

Responsibilities;

The Finance Assistant will work with colleagues in the Finance Unit to ensure the smooth operations of the IUCN Mozambique Office, its programmes and projects and assist the IUCN ESARO Finance team in achieving the highest standards in accounting and financial reporting of activities in Mozambique.

Duties;

More specifically, the roles and responsibilities of the Finance Assistant are as follows:

Finance:

Daily recording of accounting data into the accounting system for all transactions that are encompassed within the country and inter-company transactions.
In conjunction with senior Finance Officer ensure high quality of financial data entered in the NAV system by checking compliance with the following financial management principles and IUCN requirements:
Accurate and easy access filing of accounting documents.
Confirm accurate account coding of documents supporting expense requests and claims
Assist to check and process expense requests and claims, with follow-up to ensure timely liquidation
Assist in sending monthly staff account balance to all staff
In liaison with Senior Finance Officer, update Income and expenditure projections through monitoring of country office cost centre and project performance trends.
Support the monitoring of the overall liquidity situation of the Mozambique office with a view to maintain appropriate liquidity levels, and ensure that the cash and bank accounts are managed in an effective manner.
Assist in preparing monthly Bank Reconciliations, and co-ordinate cash flow planning ensuring availability of cash to meet maturing obligations.
Prepare donor invoices for all projects in a timely manner to avoid overdue grant income.
Liaise with the Senior Finance Officer to organise project specific audits, carry out internal reviews of cost centre/projects, and arrange for the smooth conduct of internal and external audits in the country office, including the timely provision of required information.
Implementing partners financial reporting and audits
Set up and maintain a tracking table for projects reporting deadlines, sending reminders to grantees
Review periodic interim and final financial grant project reports, support the grantees in correcting the reported data for processing in NAV
Make sure the financial reports are supported by appropriate supporting documents
Follow up with the grantees on the auditors’ queries
Check the supporting documentation uploaded by the grantees and assist the grantees in resolving any queries

Others;

Assist to develop capacity of non-finance staff on IUCN & relevant donor financial management guidelines, policies and procedures as may be required.

Carry out other duties as may be reasonably assigned by the Senior Finance Officer from time to time.

REQUIREMENTS

• Education;

University degree or diploma in accounting, finance, or Part CIS, ACCA, CIMA;
High proficient in Microsoft Office applications (Word, Excel, PowerPoint).


• Work Experience;

Minimum of three years working experience in a similar role in the NGO/development sector;
Experience of working with Enterprise Resource Planning software will be an advantage. Exposure to/ familiarity with Microsoft Dynamic NAV ERP system will be a distinct advantage;
A good understanding of accounting principles and experience in developing, monitoring, and reporting on budgets


• Language Requirements:

Fluency in written and spoken English and Portuguese is essential
