Summary:

 

Counterpart International is seeking a Procurement Assistant for a 5-year USDA McGovern-Dole Food for Education and Child Nutrition Program which aims to reduce hunger and improve literacy and nutrition among school-age students, especially girls. The Procurement Assistant will provide administrative support to support the Procurement & Contract Specialist in the application of procurement principles and procedures to ensure accurate and completeness of acquisitions and ensure appropriate tracking and procurement filling system. This is full time position, reporting to the Procurement & Contract Specialist at the field office in Manhiça, Mozambique. The applicant should be a Mozambique national or have the legal right to work/reside in Mozambique.

 

Responsibilities

Duties and Responsibilities:

 

  • Assistance the coordination of purchasing needs, preparation of Request for Quotation, Initiations to Bid, Requests for Proposal and co-ordination of their timely dispatch;
  • Assist with managing the administrative process throughout the duration of the preparation of the all documentation until the award of the contract;
  • Coordinate with requestors and make sure the right materials needed. Find out the sample of material to be purchased if necessary;
  • Researching pricing, obtaining quotes locally on low value items;
  • Routing copying and circulation of quotes, bids and proposal for evaluation;
  • Take notes in the Technical Evaluation Committee meetings;
  • Assist with the coordination with the selected bidder to ensure completion of administrative processes including bid security, contract award notice and that contract documents are distributed accordingly;
  • Coordinate delivery with vendors;
  • Provide purchased materials to the requester and do all actions for completing the process;
  • Maintain appropriated records to ensure that procurement process, decisions, and contractual agreements are accurately documented for accountability and audit purpose;
  • Maintain updated database of project vendors;
  • Support in the update of the inventory;

Other related tasks as required and directed by the Procurement & Contracts Specialist

Qualifications

QUALIFICATIONS:

Required

  • At least 3 years’ experience in responding to procurement requests related to goods and services;
  • Knowledge of procurement systems and procedures on donor funded projects is highly desired;
  • Ability to work under pressure and to meet tight deadlines;
  • Able to uphold and respect procurement ethics and to conduct activities with integrity;
  • Excellent computer skills (Excel, Outlook);
  • Fluency in Portuguese required; spoken and written English preferred;
  • Must be extremely reliable, trustworthy and a good team worker;
  • Flexible in working hours.

 

Preferred

  • Bachelor’s degree in a related field is preferred;
  • Experience working for USDA programs.
