 Summary:

 



Counterpart International is currently seeking an Accountant for an anticipated 5-year USDA McGovern-Dole Food for Education and Child Nutrition Program which aims to reduce hunger and improve literacy and nutrition among school-age students, especially girls. With the support and under the supervision of the Finance and Administration Director, the Accountant will be responsible for all aspects of financial project management as well as coordination of all financial activities. The individual selected for this position will have experience in the areas of: financial management, accounting, negotiations, and auditing, as well as USAID rules and regulations governing financial and administrative management and oversight of programs. This is a full-time position based in Maputo, Mozambique. The applicant should be a Mozambique national or have the legal right to work/reside in Mozambique.

Responsibilities

Duties and Responsibilities:

 

  • Assist in developing the financial management systems, procedures and controls in compliance with Counterpart International and USDA policies, rules, and regulations;
  • Manage the financial disbursements and procurement to ensure compliance with U.S. Government regulations and Counterpart International policies and procedures;
  • Make daily entries in the QuickBooks accounting system, ensuring accurate code assignment and complete supporting documentation;
  • Weekly check the running balances on the bank accounts;
  • Implement and provide feed-back on the financial and personnel procedures on a regular basis to ensure compliance, transparency, and effective utilization of resources;
  • Ensure timely submission of all financial reports, records, files, and cash requests to Counterpart International headquarters;
  • Prepare monthly projections and funds requests;
  • Manage payroll, including calculation and payment of employee salaries and taxes and other tax reporting;
  • Monitor and inform on any changes in the local legislation regarding the financial activity of the project;
  • Review the sub-grants financial reports for correctness and compliance;
  • Other duties as assigned.

Qualifications

QUALIFICATIONS:

Required

  • University degree in Accounting, Finance, Business Administration, or related field;
  • Minimum of five years’ work experience in financial management with experience and knowledge of international donor programs;
  • Demonstrated knowledge of U.S. Government rules, regulations, policies and procedures and local legislation;
  • Knowledge of MS Word, Excel and QuickBooks accounting software;
  • Excellent organizational, analytical, oral, and written communications skills;
  • Ability to work well in a team environment;
  • Fluency in both English and Portuguese are required;

 

Preferred


  • Experience working for USDA programs;
  • Familiarity with USDA sub-grants management;
  • Strong sense of responsibility;
  • Analytical skills
  • Good Judgment
