Background of the Position

As part of its activities in Cabo Delgado province (Macomia district), ACTED is opening the following position: Security Officer.

Job Purpose

Under the supervision of the Country Director (CD), the Security Officer (SO) is responsible for overseeing daily security management of all Acted and IMPACT staff, premises, and project sites, and performing ongoing monitoring and assessments of the security situation in country. The SO will review and implement the organization’s security management guidelines and protocols and ensure overall compliance. In addition, the SO will be expected to submit regular reports, provide context analyses as required, maintain a staff movement tracker, and provide timely route safety advice. He/She will represent Acted in humanitarian security coordination forums and working groups, advise the CD on all issues of safety and security, and provide staff with appropriate security training and mentoring.

Duty Station

  • The Security Officer’s duty station is Macomia, Cabo Delgado, with frequent visits to Pemba. Location of duty station is subject to change.

Objectives

Ensure the safety, security, and integrity of Acted/IMPACT staff, assets, premises, projects, and resources in country, and sphere of influence, in particular by:

  • Constant monitoring, anticipation of security risks, and communication of the same to the CD.
  • Implementing, revising, designing, and enforcing context-specific risk mitigation rules and procedures.
  • Maintaining a staff movement tracker and providing timely route safety advice.
  • Auditing and ensuring compliance with Acted’s Minimum Operating Security Standard (MOSS).
  • Providing staff with appropriate security training and mentoring.

Duties and Responsibilities

Context analysis and risk assesment

  • Support the CD in developing and regularly updating the country security profile (with regards to the socio-economic, political and/or military situation in country, country criminality profile, nature of ongoing conflicts or crises, including climatic hazards and health risks).
  • Follow-up on major country events and developments.
  • Analyse, locate, and maintain a network of key contacts and stakeholders.
  • Ensure internal incident tracking system is utilized properly: maintain a security incident database and perform incident mapping and analysis
  • Complete and regularly update the Risk Analysis Matrix (threat, likelihood, impact, level of vulnerability, level of risk)

Security assessments,  auditing, and operational support

  • Carry out security assessments and evaluations in all Acted/IMPACT areas of operations and update MOSS self-assessment forms and risk matrices.
  • Update security risks assessments, SOPs and other security documents as appropriate and share with Country Security Manager and all local staff and ensure the security notice rules are applied.
  • Offer appropriate security recommendations.
  • Ensure that each area has a proper communication procedure and conduct regular tests.
  • Maintain and monitor a staff movement tracker and provide timely route safety advice.
  • Carry out regular checks on hibernation kits and order replacement stock through the logistics department.
  • Carry out regular checks of the fire safety plans for Acted premises.
  • Support the CD to prepare and update Contingency, Hibernation, Relocation, Evacuation plans for all Acted/IMPACT bases in anticipation of any high-risk security event.
  • Support the CD to prepare and update security notices, ensure they are up to date for each Acted/IMPACT area of intervention and make sure all Acted/IMPACT staff are fully aware and prepared.

Daily Security Management *

  • Coordinate and monitor security activities to ensure that safety and security policies and procedures are observed.
  • Ensure that all field staff are fully cognizant of prevailing security threats and fully advised on means to reduce their vulnerability to those threats.
  • Monitor the security preparedness of country staff and enforce staff compliance with internal security rules and SOPs, ensuring they are communicated to all staff and understood.
  • Set up and control the implementation of mitigation measures and security rules according to the local context.
  • Ensure compliance with Minimum Operating Security Standards (MOSS) and develop action plans for security upgrade.
  • Carry out security assessments of new Acted facilities, ensure a standard level of facilities protection, and supervise guards.
  • Ensure missions have adapted communication means and ensure maintenance to support the Logistic team in Country.
  • Ensure constant update of the emergency contact list and timely issuance of ID cards.
  • Ensure a proper level of preparation before movement on the field, ensure transportation means are adapted, ensure a good fleet maintenance, and set movement rules which are adapted to the local context to support the Logistic team in Country.
  • Ensure operational follow-up of movements.

Crisis Management

  • As a member of the country Crisis Management Team, ensure that safety policies and procedures are fully implemented and observed.
  • Oversee pre-preparedness crisis management (e.g., staff emergency bags, first aid kits, communication tree checks and revisions, etc.).
  • Lead crisis management response to events (e.g., hibernation, relocation, extraction procedures), in coordination with CD and HQ.

Reporting

  • Ensure weekly and monthly security reports are completed and sent to the CD and HQ, providing timely updates of all situational and security developments including investigation of security incidents.
  • Produce real-time incidents reports.
  • Send updated TITANIC on a monthly basis to the CD and HQ Security Department.

Training and briefing

  • Conduct security briefing for each new staff.
  • Regularly train staff to increase their awareness and sense of responsibilities.
  • Conduct or organize any staff security training that is warranted (HEAT, training to drivers and guards, evacuation drills, fire safety etc.).

Develop and maintain a security network *

  • Actively participate in Weekly and Monthly Coordination Meetings.
  • Create an information network in the country, identifying key informants.
  • Build strong professional relationships with UN agencies, local authorities, other NGOs (local and international), and all relevant stakeholders.

Ensure external representation *

  • Attend security coordination meetings and update Country Director and HQ on current security issues.
  • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the Acted Code of Conduct, values, and policies with regard to internal and external stakeholders.

Eligibility

  • Only Mozambican nationals may apply.

Skills and Qualifications

  • At least five years’ experience in a similar role.
  • Experience in security management and procedures.
  • Strong communication and organizational skills.
  • Demonstrated critical thinking and analytical skills.
  • Ability to train, mobilize, and manage staff.
  • Flexibility and ability to multi-task under pressure.
  • Mandatory advanced proficiency in Portuguese and English (reading, writing, speaking, and listening).
  • Preferred working knowledge of local languages (e.g., Macua, Makonde, Kmwani, etc.).
  • Technically proficient with Microsoft Office programs (e.g., Word, Excel, PowerPoint).
  • Technically proficient with shared workspaces (e.g., Teams, SharePoint, etc.).

Type and Length of Contract

  • Fixed-term – 6 months, with the possibility of extension.

Salary Package

  • Gross monthly salary of 74,388.00 MZN.

Note: The salary offered is all-inclusive; it does not include relocation or housing support. ACTED offers 6 days of paid leave per 90 days worked, time-off-in-lieu (TOIL), and health insurance. Please consider these conditions carefully before submitting your application.

Encourage and promote environmental protection processes and environmental programming standards in accordance with the project operation notes (PON) and technical guidance notes.

Adoption of Acted’s PSEA Policy

The Candidate is responsible for adhering to ACTED’s policy on protection against sexual exploitation, abuse, and harassment (PSEA policy). The Candidate must complete all mandatory training related to the Code of Conduct and PSEA policy and report any protection issues, such as violations of organizational policies or codes of conduct, following ACTED’s procedures. The Candidate is mandated to perform their duties in a manner that does not harm children, vulnerable adults, or other staff or volunteers.
