Opportunity:


Efficiencies for Clinical HIV Outcomes (ECHO) is a $209 million project to support the Government of Mozambique’s achievement of HIV/AIDS epidemic control and establishing a sustainable, government-led HIV response by 2023 in provinces where USAID is the primary clinical support partner. The objectives of the project include strengthening the essential public health services for HIV epidemic control at national, provincial, and district level to ensure long-term sustainability of the HIV response, reaching and maintaining 95% HIV treatment coverage and viral suppression in designated geographic regions, ensuring that Mozambique is utilizing the latest evidence for rapid scale up and maintenance of effective HIV interventions, and providing the Government of Mozambique with data, measured findings and recommendations necessary to make key service delivery decisions.


The Provincial M&E Officer supports the M&E Lead in the assigned province with monitoring and evaluation activities and reporting. S/he is responsible for routine collection and analysis of M&E data for USAID and PEPFAR reporting, and building capacity of facility and district counterparts to collect and analyze data. S/he conducts data quality assessments, and collects, enters, and files data. S/he participates in the collection and analysis of both quantitative and qualitative information.


Key roles and responsibilities include:


  • Support the implementation of ECHO’s Monitoring, Evaluation, and Learning Plan at the provincial level to track performance against targets
  • Contribute to updating ECHO’s MEL plan as needed.
  • Support the implementation of ECHO’s M&E system at the provincial level by collecting, entering, filing, and analyzing data.
  • Participate in the analysis, and reporting of baseline M&E data and ongoing M&E data analysis, and PEPFAR reporting according to the project M&E plan;
  • Build capacity of ECHO districts and facilities to record and report high quality data through paper-based registers and reports, EPTS/OpenMRS, and the health facility aggregate level DHIS2 / SISMA HMIS;
  • Conduct routine DQAs and provide TA to improve quality, and increase capacity to use data for decision-making at district and facility levels;
  • Mentor facility staff, SDSGCAS and DPS to carry out routine analysis of facility and district dashboards
  • Presents results of project achievments and outputs in written reports as needed
  • Support the interpretation of M&E findings for project planning, decision-making, course correction and communication of successes;


Preferred Skills:


  • Minimum of a Bachelor’s Degree in a relevant discipline
  • 2 years experience in monitoring and evaluation.
  • Demonstrated ability in M&E capacity building
  • Minimum one year of experience in international development, public health, working with data collected as part of routine health service delivery, and/or in HIV/AIDS programs;
  • Minimum one year of professional experience designing and implementing M&E activities and special studies for complex health systems strengthening and/or service delivery programs;
  • Demonstrated expertise in both quantitative and qualitative research methods
  • Knowledge of a statistical software package desirable, with experience in either SPSS, SAS, Epi-Info, etc.;
  • Experience in conducting statistical analysis;
  • Portuguese language fluency; technical knowledge of English preferred;

Bachelor's Degree and 4-6 years of experience
