ROLE PROFILE



PRIME (Programme Reporting, Information Management and Evidence) is Save the Children's new project management system. PRIME is part of the CAPP (Coding, Agresso, PRIME & PMM) Program which will improve project management and project information management for improved quality programme delivery and impact across Save the Children and support standardizing and improving the quality of SCI financial data. PRIME is in the process of being deployed and will be operational in all Country Offices by 2024 - PRIME will 'go live' in Mozambique CO in July 2022.



The PRIME Officer will be responsible for support PRIME deployment by being the key point of contact for end users within Operations and PDQ. As well as supporting the use of PRIME by ensuring the timely creation of projects in PRIME; ensuring the quality and data integrity of the PRIME project records; and the effective use of PRIME data, dashboards and analytics reports for project tracking to inform decision making; and generally promoting the adoption of PRIME to become business as usual.



This is a great opportunity for someone with a few years of experience in Proposal development, Monitoring and Evaluation, project management and/or technical advisory, who understands the value of using systems and Standard Project Methodologies, to grow and develop in this area, gaining experience and skills in the challenging context in which we operate.

SCOPE OF ROLE:

Role Dimensions: This role will require working with the global and regional CAPP project team and Change & Deployment team. At the Country Office level, the role holder will work in regular and close collaboration with the PRIME Manager under the Operations team; working effectively with the Provisional project teams in the various field offices; different functions of PDQ departments, including Technical Advisors (TAs), New Business Development, and MEAL; and with the Awards team, and Member Offices to gather all the quality information required for creating a project in PRIME in a timely and quality manner.



KEY AREAS OF ACCOUNTABILITY:



Proposal Readiness:



  • The role holder will work closely with new business development teams to ensure that proposals are designed using the PMM tools and are 'PRIME ready'



  • Sharing Proposal Development and PMM tools with project design and proposal development team members and technically support teams to be familiarized on the tools



  • Ensure the use of PMM tools and templates (as well as contribute to completing templates directly if needed), with a particular focus on ensuring proposal log frames and plans include standardized activities, and proposal Indicators include the global indicators



Project creation in PRIME:

ROLE PROFILE



  • Support directly the seamless transition of the PRIME project record from BD stage to implementation stage, working closely with the PRIME Manager under the operation team



  • Working closely with the Awards team and Member offices to ensure consistency and quality of data in the AMS and PRIME systems



  • Mastering the Project and Award relationship in collaboration with Ops and Awards Management (AM) to ensure all projects are set up in alignment with the steps required in AMS



  • Ensure timely and quality project creation in PRIME to allow project staff and key stakeholder (RAMs, PMs SMT, Member etc.) to have visibility of new projects



  • Support (and where possible take part in) Award/Project Kick off meeting to "showcase" the project record and hand it over from PDQ to Operations for implementation



  • In coordination with NBD and the Director for Programme Development and Quality strategically trial the use of PRIME for supporting unsolicited funding application, donor engagement and business development



Use of PRIME data:



  • Conduct spot checks on PRIME to assess the quality and consistency of the data/information updated/uploaded in the project record



  • Regularly run data analytics reports and dashboards to extract from PRIME key quality information at Project, Regional/Country/Thematic portfolio to support PDQ and SMT in strategic decision making and planning



  • Support the PDQ technical and BD teams and SMT to extract and analyze PRIME data via dashboards and reports



  • Promote the use of PRIME data for the development of new project ideas, concept notes and the design of project proposals



  • Support the use of PRIME data and analytics to measure progress towards Country Strategic Plan (CSP) strategic goals and milestones monitoring and Country Annual Reporting



  • Develop various communication initiatives to raise awareness on best practices and "how to" tips of the PRIME Solution to collect and generate quality of SCI project. Collect and share best practice within the ESA and WCA Regions.



  • Act as PRIME Super user for the Operations and PDQ team and support to other departments when needed



Capacity building and support:



  • In coordination with the CAPP/Change & Development team support the Pre-Go live PRIME fundamental and PRIME advance training, and identify which Operations and PDQ users need to complete which training.



  • Conduct PRIME induction and on the job training for new Operations / PDQ staff



  • Help with continuous improvement of the PRIME solution from a design perspective to keep alignment with end user needs and alignment with existing way of working.



  • System support: expertise on all aspects of the PRIME and Project management Procedure, in order to provide advanced support to Operations / PDQ users



QUALIFICATIONS:

  • Bachelor degree in an area of social development or equivalent.



EXPERIENCE AND SKILLS:



Essential



  • At least 3 years of experience in Proposal development and/or MEAL and/or project management



  • Experience of project design, project operations within SCI, including project management systems, desirable



  • Experience in data tracking/analysis, documentation and report - skills, with the ability to

  • Project Management Methodology (PMM) certified



  • Ability to work with complex topics and challenges and brings an attitude to be solution orientated
