Job Description
As Programme Manager WASH you steer SNV’s largest WASH programme in Mozambique towards results. Your focus is to oversee both the Fund Management Team and the Capacity Building Team and to support the government to deliver the programme and service to rural areas. As it entered Phase II, you provide strategic guidance and orientation while ensuring alignment of the strategies at district, provincial and national levels. You establish strategic contacts and partnerships, and nurture and coordinate good relationships with partners and the donor UK aid. Furthermore, you’re responsible for thematic assistance to government regarding civil society, community relations and local governance.
SNV has secured a 3.5-year WASH programme (April 2023 – September 2026), with nationwide coverage that will deliver resilient WASH services for rural communities through support to the Government of Mozambique’s PRONASAR programme. The programme originally started in 2015-2020 when SNV was the Capacity building agent for the Programme. Since the intermediate phase, started in September 2021, SNV established both a Fund Management Team and a Capacity Building Team. The Capacity Building Team has a focus on the key target provinces of Zambezia and Nampula to work with the Provincial and District governments on strengthening systems for decentralized delivery of WASH and Nutrition services.
This position is based in Maputo and will be overseeing overall implementation and integration between the teams. This position reports to the WASH Sector Leader and will be supporting the Capacity Building Manager and Fund Management Manager to deliver the programme on budget, on schedule and with impact.
Key Responsibilities:
- Steering the project towards results, providing strategic guidance and orientation while ensuring alignment of the strategies at district, provincial and national levels;
- Lead, manage, and coach the programme team of advisors, local capacity builders and consultants;
- Establishing strategic contacts and partnerships, and nurturing and coordinating good relationships with partners and the donor. Actively participating in relevant networks and consultation forums, giving technical input and guidance and in designing strategies for establishing synergies with other programs in Mozambique;
- Responsible for thematic assistance to government regarding civil society, community relations and local governance, including:
- Supporting the institutional partners to sharpen their role with respect to policy development and enforcement, planning, coordination and oversight of implementation in the WASH sector;
- Supporting the institutional partners to enhance coordination between WASH stakeholders, among others by clarifying and agreeing on roles and responsibilities;
- Supporting the institutional partners in implementing the decentralization policy;
- Improve the monitoring and evaluation capacity of all the institutional partners;
Qualifications
To become successful in this role as Programme Manager WASH you must have obtained a master’s degree, or equivalent proficiency level, in a relevant technical discipline. A minimum of 6 or more years relevant experience in development work, project management and WASH sector in an international/multiple country context including at least 3 years in a management role, preferably in Southern Africa and 3 years of relevant experience in decentralisation.
Furthermore, you also bring
- Proven track record in project management, specifically in project planning, management, monitoring, evaluation, reporting and financial management for large scale comprehensive projects.
- International work experience
- Experience in effectively coaching and leading teams of advisors.
- Proven abilities in data analysis and report writing.
- Excellent Portuguese and English language skills.
