Associate Reporting Officer Organizational Setting and Work Relationships Under the overall guidance of the Senior Communications or Donor Relations Officer, the Associate Reporting Officer contributes to production, editing and quality control of reports for his/her Area of Responsibility (AOR). By systematization and sharing of accurate and timely information, the incumbent promotes the vision, mission, and strategic goals of UNHCR. S/he establishes close contacts with all UNHCR sections in the AOR to gather and analyse information. S/he maintains effective professional relationships with a wide variety of donors, operational and implementing partners, UN agencies, and other stakeholders to gather, analyse and disseminate information about activities of UNHCR and its partners. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR's core values of professionalism, integrity and respect for diversity. Duties - Keep abreast of all developments in the country operation/ bureau/ division or other entity to prepare appropriate briefings and reports. - Draft regular daily, weekly and monthly up-date for internal and external audience (including donors and media). - Consolidate and analyse data on programme implementation, achievements and indicators in all sectors under AoR in order to facilitate the preparation of periodic reports and activity-specific reports as may be required and ensure timeliness of such reports. - Participate in annual reporting and planning process. - Work closely with Information Management to ensure accurate and attractive data presentation, including maps. - Support the monitoring of UNHCR¿s partnerships and consolidate information about Partners¿ activities. - Assist in the preparation of briefing kits and presentations for missions and visitors. - Assist in the preparation of reports for donors, in compliance with specific donor requirements. Make efforts to enhance donor satisfaction by ensuring quality reporting on programmatic results to donor. Assist in providing visibility for donors¿ contributions to UNHCR. - Research/analyse, interpret and also, monitor and review information and data from regular and wide variety of sources for internal and external reporting. - Prepare and distribute minutes of meetings. - Provide technical support, training and clarification on UNHCR¿s reporting policies and deadlines. - May prepare press releases; conceptualize, draft and edit stories for external communications products and support all aspects of its production, including fact checking, proofreading and quality control. - Support UNHCR inter-agency coordination initiatives and leadership through provision of reporting and secretariat functions where relevant. - Perform other related duties as required. Desired Candidate Profile
The candidate must have experience in producing timely and succinct reports on the operational response including emergency activities carried out by UNHCR and its partners. The following is essential for the post:
- Demonstrated ability to report on activities undertaken, results achieved as well as gaps.
- Experience with undertaking field visits, accompanying protection/field colleagues to document important developments and activities, including
protection services and delivery of assistance to support UNHCR advocacy efforts, as well as preparing talking points and taking minutes of meetings as needed.
- Knowledge of UNHCR operational activities, its relief and protection programmes, funding needs and strategic priorities and programme cycle.
- Understanding of IDP policy.
- Familiarity with UNHCR budget structure and relevant donors' reporting requirements.
- Excellent drafting and editing skills.

Nature of Position:
Nearly one million people have been internally displaced by armed conflict in Cabo Delgado Province since 2017. Another cause of displacement is natural disasters, as evidenced by cyclones in 2019, 2021, 2022. The forcibly displaced population faces socio-economic challenges, prolonged family separation, breakdown of community structures, loss of financial and social assets and overcrowded/substandard housing which puts them in a vulnerable situation, especially older persons, persons with disabilities and others with specific needs. Gender discrimination and inequality also exacerbate these challenges and place displaced women and girls at heightened risk of GBV and sexual exploitation and abuse. UNHCR leads the Protection Cluster and provides protection response, at national and at provincial levels, and is key member in CCCM and Shelter Clusters. Under the Protection Cluster, there are Child Protection (led by UNICEF); GBV (led by UNFPA) and Housing Land and Property (led by NRC) AoRs. As a protection agency, UNHCR is working with the government and partners to i.e., implement protection monitoring; increase the issuance of civil documentation; prevent, mitigate risk, and respond to GBV, strengthen Community-based Protection (CBP) activities and capacity-building, and increase the activities of livelihoods and economic inclusion. UNHCR ensures full compliance with humanitarian principles, including protection from SEA (PSEA) and ‘Do No Harm,” and applies an age, gender, and diversity (AGD) and rights-based approach. Important government strategies/plans are underway to address the root causes of the conflict, mitigate its impacts and drive development. The Associate Reporting Officer for Pemba reports to the Head of Sub-Office, while receiving technical guidance from the External Engagement unit in CO Maputo, and must have experience in producing timely and succinct reports on the operational response including emergency activities carried out by UNHCR and its partners.
Living and Working Conditions:
The position is based in Pemba, the capital of Cabo Delgado Province, in the north of Mozambique. Pemba is a D, Non-Family duty-station.
Mozambique has a total population of about 29 million people and Maputo is its capital city. The total area of Mozambique is 799,380 Km square from North to South. It is tropical hot and humid. The hottest and wettest months are December to February, when the average daily minimum temperatures are around 22 °c and the average daily highs of 30 °c. The rain season is between October and April. Winters (June to August) are mild with the average daily temperature ranging from 13 °C to 24 °C.
Cabo Delgado is bordering Tanzania, with a population of over 2.2 million individuals according to the 2017 census. The province, considered one of the poorest in the country, was hit by cyclone Kenneth in April 2019, which affected several villages, causing material damage and the displacement of many residents. The province has also been targeted by armed groups that have been attacking local villages since October 2017. The number and intensity of attacks increased consistently in 2020.
Communication and transport services are available at various costs. The housing market is healthy but quite expensive (from US$ 800 to US$ 1,500 per month). Pemba has one large supermarket and one international airport.
The metical is the local currency and exchange rate stands at USD 1 equivalent to about 63.25 meticais (MZN) as per March 2023. Pemba has 3 major health facilities: ISOS clinic, CLIDIS private clinic and the Provincial hospital. There is a wide range of Banks and ATMs to meet financial needs. Credit/debit cards are accepted in most places.
UNDSS-cleared hotels are available, with the rates differing depending on the availability and season. MOSS compliant apartments are available.
The current operational circumstances require frequently long working hours. This is a stressful work context, making a capacity for self-care critical.
According to security level system, Cabo Delgado is at level 4. Crime in Pemba and villages outside of the capital is concerning and UN personnel must remain vigilant and aware of their surroundings. Traffic accidents are common in Mozambique due to the poor condition of the roads and poor driving and vehicle standards.
