This is a full-time position offering an opportunity to provide crucial support to NRC on HLP issues. As the dedicated leader of the HLP Working Group in Cabo Delgado, you will play a vital role in raising its profile and ensuring effective and coordinated responses from members. Leadership in this context embodies facilitating all necessary processes to enhance the functioning and strategic level of the Working Group, including ensuring a coherent and programmatically appropriate response by members. The successful candidate will actively collaborate with the relevant humanitarian, government, and community stakeholders to ensure effective functioning and efficient management of the HLP Working Group


In your role supporting NRC on the HLP program, you will:


  • Provide technical support on housing, land, and properties-related issues.
  • Develop programs and partnerships on strengthening HLP response in the humanitarian context, with a focus on collaboration with existing stakeholders and authorities.
  • Develop guidance on HLP response in line with PSiDM and additional legal frameworks.


As the coordinator and AOR (Agency of Record) for the HLP Working Group, you will:


  • Facilitate the development of a strategic roadmap and an implementation plan and lead the design and development of HLP Working Group’s annual objectives, indicators, and response plan that contributes to the country-level Humanitarian Response Plan (HRP).
  • Mobilise work group members as necessary and lead needs assessments analysis and reporting to inform planning, response and strategic decision-making.
  • Actively participate in inter-cluster and inter-agency assessments to ensure adequate representation of the HLP needs and priorities within the Working Group.
  • Manage and lead the HLP Working Group, adhering to best practices and relevant core cluster functions.
  • Strengthen collaboration with external structures and networks that can contribute to and strengthen the operations of the working group.
  • Explore and create opportunities for technical capacity development opportunities for the HLP Working Group members.
  • Provide regular reports and analyses on implementation progress against the HRP results framework.
  • Facilitate and lead contingency and emergency preparedness planning processes for the HLP Working Group.


To succeed in this role, you should possess the following qualifications and skills:


  • An advanced university degree in law, International Relations, social sciences, or other relevant field from an accredited university.
  • Fluency in written and spoken Portuguese is a fundamental requirement, and advanced knowledge of the English language is needed.
  • Experience working on land law issues in Mozambique
  • Experience working with humanitarian coordination
  • Demonstrated experience in strategy development, as well as planning and undertaking needs assessments and analyses.
  • Balanced knowledge and understanding of International Humanitarian Law, International Human Rights Law, Refugee Law, the Humanitarian Charter, IDP protection, The Sphere Project, and legal frameworks relating to Housing, Land, and Property rights.
  • Proven experience in training facilitation and other capacity-building initiatives, including developing training materials.
  • Cultural awareness, sensitivity and ability to adapt to contextual realities.
  • Excellent representation and networking skills
