Purpose Of The Position
The Monitoring and Evaluation (M&E) Manager will be expected to provide key support and ensure quality and follow up of program implementation according to donor and support office requirements, with focus on the following areas: Coordination and training on M&E issues, Coordinate/Support project/program design, data management and analysis, reporting and presentation, monitoring and evaluation. The incumbent will take responsibility for the maintaining and managing the MozWASH M&E system covering 4 provinces of Gaza, Nampula, Tete and Zambezia.
The M&E Manager will coordinate the activities and reporting with the provincial M&E Officers based at the provincial level and at the ADPs.

Assessment – leading assessment processes for new WASH projects. This would include developing assessment framework; forming and training the assessment team; planning and overseeing field-work; analysing and interpreting assessment data; writing assessment report.

Design – leading design work for new WASH projects. This would include forming and training design team; planning and overseeing field work where needed; analysing and interpreting data; preparing logframes and ensuring indicators are properly defined; ensuring all other required documents such as M+E plans and ITTs are prepared to the necessary standards.

Baselines – lead the process of conducting baselines for WASH projects. This would include defining the baseline framework; designing TOR for consultants where needed, and participating in consultant selection processes; leading data analysis and interpretation; ensuring reports are written on time to the necessary quality.

Planning – ensuring that annual plans are prepared and updated based on progress and remaining targets. This would include reviewing previous year's targets and successes; reviewing programme goals and changes in government standards; defining targets for each ADP; adapting and revising targets based on available funding.

Monitoring – ensuring that accurate and timely data is available to guide programme implementation. This would include designing data collect systems and tools; assigning responsibilities for collection and ensuring enumerators understand tools; overseeing data collection; clean, analyse and interpret data; presenting important data for management action.

Field Monitoring - performing direct field monitoring to verify progress. This would include travelling to the project locations to ensure that the M+E system is functioning; that work in the field follows the required standards, and to provide oversight to data collection and monitoring.

Evaluation – ensuring project evaluations are conducted to necessary standards and in a timely manner. This would include preparing evaluation framework; designing TOR for consultants where needed, and participating in consultant selection processes; leading data analysis and interpretation; ensuring reports are written on time to the necessary quality.

Reporting and presentation – ensuring necessary information is available to programme management and stakeholders. This would include reviewing reports from the provinces; preparing monthly, quarterly and annual reports based on programme data and reporting against key indictors; and preparing presentations regarding key progress and data.

Capacity Building of DME staff, and other project staff in the area of DME – ensuring that project staff have sufficient capacity in DME to undertake their tasks. This would include training and coaching to MozWASH M+E staff in areas of DME including LEAP, monitoring tools, evaluation tools, analysis tools.

Qualifications: Education/Knowledge/Technical Skills and Experience
Qualification Minimum Required
- A minimum of a bachelors degree in a field related to rural development, statistical analysis of natural and social science (Geography, Chemistry, Biology, sociology, population).
Experience
- At least 5 years of relevant experience with at least 3 years in designing and implementing monitoring and evaluation systems and formative or operations research for health, child welfare, WASH or related programs in developing countries, related to community based rural development work;
- Demonstrated analytical and reporting skills and experience with both quantitative and qualitative research methods and analyses.
Preferred
- Experience as a Monitoring and Evaluation focal person for major donor Grants will be an added advantage;
- Firm command of M&E issues, best practices and state-of-the art approaches related to populations of special interest;
- Ability to train a diverse audience such us WV staff, church and community leaders as well as partners. Using inclusive and participative methods;
- Proven excellent communication skills (written and oral) required. English and Portuguese a must;
- A master degree in a field related to International Development, Agriculture and Food Security, Statistic, Public health, etc.
Technical Skills & Abilities
- Excellent computer skills with competency in statistical packages such as SPSS, epi-info;
- Demonstrated positive record in working with donor, clinical, community and government entities;
- Able to think strategically and build productive relationships with partners and local, national and international organizations;
- Be experienced in utilizing computer programs: databases, Word, Excel, and PowerPoint, internet application systems;
- Be fluent in Portuguese;
- Have super verbal and writing skills in English.
Working Environment / Conditions
- Office environment: Office based at National Level (Maputo) and 30-40% domestic field travel (roughly 7-9 days a month).
