In Mozambique, Abt Associates implements health system strengthening activities under the Improved Family Planning Initiative (IFPI), with the ultimate goal of improving maternal and child health by increasing the use of voluntary family planning services. The IFPI activity operates in Nampula, Sofala, and Zambezia.

Key Roles And Responsibilities

Under the supervision of the MISAU National FP Program Director and the IFPI Director, the Senior Technical Advisor for Logistics and FP Commodities will:

  • Support the development and implementation of workplans and budgets for FP commodities that are inclusive of gender, adolescents, and youth, ensuring that their needs are addressed and aligned with MISAU and Government priorities.
  • Support the National Family Planning Program in quantifying and forecasting FP goods and products.
  • Support the FP program in securing high-quality procurements for FP goods and products and distribution from District Medical Stores (DPM) to Central Medical Stores (CMAM) and CMAM to DPM.
  • Facilitate the coordination and reporting of activities of the Technical Working Group on FP Security, Goods, and Products at the national level; coordinate with the provincial level to analyze the FP commodity forecast and quantification and follow-up on provincial requisitions.
  • Conduct regular monitoring and technical assistance to improve inventory management and distribution at provincial and national levels and act proactively to correct impending stock outs.
  • Provide support and conduct supervision/monitoring visits to ensure availability of FP products in stock at national and provincial depots.
  • Coordinate and train provincial and national personnel in FP commodity security and supply chain management, including LMIS (SIMAM and SIGLUS).
  • Train provincial and MISAU managers and technicians in the aggregation, analysis, quality assurance, reporting, and timely feedback of FP product data to increase data visibility and accountability by national and provincial managers and the FP Task Force.
  • Support the generation of strategic information and evidence to inform national policies and strategies for FP product safety and supply chain management.
  • Strengthen coordination, partnership, and decision-making by CMAM, MISAU and SPS/DPS on security and management of goods and products;
  • Support and coordinate the inclusion of new FP products in the MISAU Essential Medicines List.
  • Contribute to the development/update and dissemination of FP logistics management SOPs.
  • Contribute to MISAU's efforts to reduce the government budget deficit for sexual and reproductive health and contraceptives by providing technical support to increase partnerships.
  • Perform any other relevant functions assigned by IFPI/MISAU

Preferred Qualifications

  • Public health professional with experience in business administration or logistics and supply chain management.
  • Medical or pharmaceutical degree preferred.
  • At least 9 years of work experience in pharmaceutical logistics, medical supplies, and equipment; experience with family planning commodities preferred.
  • Previous experience working with the Mozambican Health System and NGOs is an advantage.
  • Good organizational skills and ability to write and interpret reports.
  • High knowledge of computers and IT.
  • Fluency in oral and written Portuguese and English.

Availability to travel regularly (40%) across districts and provinces in Mozambique

Minimum Qualifications

Bachelor’s Degree + Nine years of relevant experience, or Master’s Degree + Seven years of relevant experience, or PhD + Four years of relevant experience
