Pathfinder Overview

Pathfinder International is driven by the conviction that all people, regardless of where they live, have the right to decide whether and when to have children, to exist free from fear and stigma, and to lead the lives they choose. Position Summary

The Project Director leads overall management and technical development of the USAID/Mozambique Preventing Child Early and Forced Marriage-Countering Violent Extremism project and the Global Fund-RARE II HIV/AIDS in the country. The Project Director is responsible to plan, budget, organize, coordinate, and supervise program activities. Working in close collaboration with other partners (such as MOH, National AIDS Council and other implementing partners), the Programs Director participates in the national coordination mechanisms and provides technical support for policy and strategy development. The Project Director may supervise staff in select provincial offices where Pathfinder implements project activities, leads the development of systems to implement and monitor activities in the field, provides technical guidance in the area, including programmatic and technical support/backstopping, and oversight of compliance with Pathfinder’s programmatic guidelines. The Project Director is responsible to coordinate Pathfinder relationship with partners and donors related to the HIV field in the country.

The Project Director is responsible for enhancing the capacity of coordination, management, integration, and communication across the several projects currently being implemented under the Mozambique portfolio. The Project Director works in close collaboration with other SRH projects in country to maximize the interfaces between the technical approaches that are common between projects to enhance integration and effectiveness of actions being implemented in the field.

Key Performance Areas

Management capabilities:

  • Serves as a member of the country management team of the organization and attends all management meetings to deliberate, to discuss and propose better ways to manage the organization.
  • Support and supervise provincial teams to ensure that plans of project activities in the provinces and districts are well understood and supported by all concerned.
  • Reviews program reports as per work plan and according to due date while ensures all activities are captured and reported and that the reports are accurate and verifiable.
  • Ensure that any outstanding issues are dealt swiftly and effectively following identification of bottlenecks and problems in program implementation.
  • In collaboration with the Director of F&A, ensures that adequate control procedures are in place and are adhered to with respect to the management of financial resources and compliance with Pathfinder policies and specific program agreement requirements.
  • Supervises project directors/coordinators work to ensure that projects’ activities are being implemented as per work plans and budgets, expected burn rates and results.
  • Analyses and monitors the achievement of projects’ results in line with established targets, documenting gaps and proposing solutions to problems.
  • Lead the development of periodic performance appraisal of staff under his/her supervision, establishing targets and goals in order to enhance their performance.
  • Ensures that projects’ directors/coordinators are implementing all technical and financial activities in compliance with Pathfinder, donors and Government of Mozambique regulations.
  • Manages projects’ coordination mechanisms, such as weekly coordination meetings, quarterly technical and financial reviews and supervision visits.
  • Coordinates the Programs Area monthly coordination meetings to ensure that integration between activities have been achieved.

Strategic leadership

  • Manages the process of setting the strategic and technical direction of the HIV and FP Programs and ensure implementation at the field level including monitoring and evaluation.
  • Develop and sustain additional innovations in the program content, technical assistance, capacity building and materials.
  • Manages the production of and/or reviews the accuracy of technical reports, technical papers, articles on best practices and success stories.
  • Lead the development of collaborative linkages and searches for program support with program level government institutions and other relevant organizations and NGOs to promote and strengthen HIV and FP Programs work.
  • Proposes to the Country Representative new opportunities and initiatives for project development and supports the development of proposal for new projects.
  • Build and maintain effective working relationships with MOH, health partners as well as with other related partner organizations.
  • Establishes harmonious and cordial relationships with all other health projects in Mozambique that are complementary and supportive to the projects implemented by Pathfinder.
  • Attend relevant government and partner’s meetings to further develop collaboration and to obtain new methods and ideas in the area of responsibility

Technical expertise

  • Provides technical support in the area of HIV and SRH and integration to other Pathfinder initiatives in country and disseminates updated scientific information on HIV and FP to Pathfinder staff and partners.
  • Develops and presents technical papers and technical reports in the areas of HIV prevention, HIV care, Key Populations and integration with SRH, FP in all forums or delegates his/her technical staff for the purpose.
  • Represents the organization in technical meetings and conferences or delegates appropriate staff for the purpose.
  • Ensures that the quality of work and management of Programs Area portfolio are up to the standard of Pathfinder International and its competitors, are scientifically sounded and based in evidence and international recommendations.
  • Liaise with technical teams of Pathfinder International’s headquarters, as well as with USAID, Global Fund and other donors, to respond to their queries and need for information and to solicit any technical information.

Other Assigned Duties

  • Carries out all other duties as required by management.
