Job Summary

 

Efficiencies for Clinical HIV Outcomes (ECHO) is a $209 million project to support the Government of Mozambique’s achievement of HIV/AIDS epidemic control and establishing a sustainable, government-led HIV response by 2023 in provinces where USAID is the primary clinical support partner. The objectives of the project include strengthening the essential public health services for HIV epidemic control at national, provincial, and district level to ensure long-term sustainability of the HIV response, reaching and maintaining 95% HIV treatment coverage and viral suppression in designated geographic regions, ensuring that Mozambique is utilizing the latest evidence for rapid scale up and maintenance of effective HIV interventions, and providing the Government of Mozambique with data, measured findings and recommendations necessary to make key service delivery decisions.

 

Key Roles and Responsibilities

 

  • Develops, manages, and monitors project budgets, accurate financial reports, and projection of funding needs under the direction of the Deputy Chief of Party: Management and Operations.
  • Oversees the recording of expenditures, income, and any other related transactions, in the accounting software.
  • Reviews and approves payment vouchers and corresponding checks. Conducts regular audits of supporting documentation.
  • Manages and enforces systems for travel advances, travel expense reports, tracking of travel aging report and follow up with staff on outstanding advances.
  • Oversees the preparation of payroll and other regular payments with due consideration to deductions (for advances, loans, taxes, etc.). Manages the review of monthly payroll for accuracy.
  • Oversees the preparation of monthly bank reconciliations.
  • Manages the integration of provincial financial records, accounting and reporting into the overall financial system.  Ensures that provincial offices are supported in their financial management.
  • Checks petty cash payments and periodically reconciles petty cash balances.
  • Prepare Monthly Remove Office Voucher (ROV) documentation and promptly submit to HQ once approved by Senior Management.
  • Provides the administrative team financial data necessary to complete the periodic inventory of fixed assets
  • Ensures that the accounting records are up to date at all times, orderly, well kept, and readily available for reference and audit, when required.
  • Prepares monthly cash requests, and promptly advises action required to cover estimated costs.
  • Liaise with the Deputy Chief of Party: Management and Operations and relevant Home Office staff on all aspects of financial procedures and any issues that may arise.
  • Ensures that government taxes, pension funds and other local statutory requirement are paid on time.
  • Implements the internal financial control system and compliance with corporate and donor policies.
     

Preferred Qualifications 

 

  • Bachelor’s degree in accounting, business management, economics, and/or other relevant field and 4-6 years of relevant experience.
  • Experience working on USAID-funded projects or other international donors.
  • Prior management and supervision experience
  • Demonstrated initiative and self-motivation in handling all assigned tasks.
  • Skills with Quicken, Microsoft Word and Excel, as well as electronic communications programs, required.
  • Fluency in Portuguese required and excellent verbal communication and writing skills in English preferred.


Minimum Qualifications
 

  • (4+) years of experience and bachelor degree OR the equivalent combination of education and experience.
