Overall job responsibilities

Johanniter-Unfall-Hilfe e.V. is a German non-governmental organisation, dedicated to excellence in the field of first aid, ambulance service, social service programmes and other projects in the medical and social field. The Federal Headquarters (HQ) are based in Berlin, Germany. Johanniter International Assistance is the operational unit for
humanitarian aid, development cooperation and emergency relief, implementing and supporting projects in Health, Nutrition, WASH as well as Food Security & Income Generation worldwide. (www.thejohanniter.org)

Overall job purposes

Working directly under the direct supervision of the Senior Programme Manager, the Projects Manager (PM) will be responsible for the overall coordination, successful implementation, as well as technical representation, security and overall quality of the Resilience and Development projects. This includes the management of the projects team, budget, logistical processes, activities implementation for JIA and Partners as well as monitoring on indicator performance and beneficiary feedback The PM will manage a multi-annual projects funded by the German government, under which JIA provides high quality humanitarian aid to conflict affected populations in Cabo Delgado and Manica province in the areas of health, WASH, FSL, DRR and Peacebuilding.

Tasks

Development and Management of the project

  • Manage the project implementation in accordance with the rules and standards of the donor and JIA, ensuring compliance with established standards.
  • Ensure all relevant support for the WASH project is in place, including monitoring, logistics, and financial administration. Modify and maintain the WASH project planning and budget in coordination with the Finance Team, WASH Coordinator, and Senior Program Manager (SPM).
  • Play a key technical role in the Johanniter humanitarian response to slow and/or sudden-onset emergencies in existing or new areas of operation. This includes leading rapid needs assessments and delivering timely and efficient emergency WASH activities.
  • Establish good working relationships with donors and other stakeholders in the country for emergency, rehabilitation, and development programs. Collaborate closely with the WASH Coordinator, Project Managers, SPM, and Head of Mission (HoM).
  • Report to the WASH project team on all risks associated with the WASH project work.
  • Prepare and implement a WASH preparedness plan for disasters and potential crises based on the country-specific situation.
  • Lead the implementation of beneficiary feedback mechanisms in close coordination with the PMEAL Team. Ensure the incorporation of lessons learned into further WASH project implementation and design.
  • Provide technical support in the process of WASH project development and management to partners.
  • Responsible for timely and concise internal and donor WASH reporting.

Leadership

  • Provide leadership and guidance to WASH Officers according to JIA leadership principles, staff policies, and JIA strategy.
  • Assist in the recruitment process for WASH project office management, ensuring the selection of qualified and competent staff.
  • Ensure the implementation of JIA policies and their adaptation to local conditions to meet the specific needs of the project region.
  • Take responsibility for the strict implementation, application, and adherence to Johanniter Security Rules, Guidelines, and Standard Operating Procedures (SOPs) in the project region, prioritizing the safety and security of all staff and stakeholders.

Human Resource management

  • Line manage WASH Officers and equip WASH staff with necessary work tools and job aids.
  • Recruit and hire WASH staff as guided by the HR plan.
  • Ascertain the staff training needs, develop a capacity development plan, and participate in staff capacity building.
  • Conduct staff performance appraisals and, together with the WASH Coordinator, guide performance improvement plans where needed.
  • Build the capacity of WASH Officers and project staff through training, mentoring, and coaching to ensure effective project implementation.
  • Implement HR policies and procedures in collaboration with the HR department.
  • Facilitate staff orientation and induction processes.
  • Manage staff leave, attendance, and disciplinary matters in line with JIA policies and procedures.
  • Ensure compliance with JIA’s code of conduct and organizational policies.

Representation, Collaboration and Networking

  • Actively engage with WASH Cluster and other coordination structures, and with key stakeholders, including UN, humanitarian agencies, donors, community representatives, national government authorities.
  • Represents JIA towards WASH project relevant stakeholders (such as partners, government representatives, other relief actors, etc.) during coordination meetings, workshops, and forums related to WASH sector.
  • Expands JIA’s network with relevant stakeholders from civil society, government and academia within the context of the project.
  • Marketing, public relations and local image management Accompanies visiting donors and JIA Head Office staff journalists/or appoints adequate representation.
  • Seek technical assistance from relevant units within Johanniter as needed.
  • Coordinate with other departments within Johanniter to ensure integrated program implementation.
  • Ensure effective communication and coordination with other organizations working in the WASH sector.
  • Provide regular updates to the WASH Coordinator, PMEAL Coordinator, and Senior Program Manager on stakeholder engagements and coordination activities.

Needs assessments

  • Take lead in conducting a WASH service availability mapping to inform worthwhile WASH interventions, siting of service delivery locations and necessary water, sanitation and hygiene promotion supplies and tools.
  • Conduct needs assessments and situation analyses to identify gaps and opportunities for water, Sanitation and hygiene promotion interventions.
  • Ensure that WASH assessments are participatory and inclusive, incorporating the perspectives of beneficiaries and other stakeholders.
  • Analyze assessment data to inform program design and decision-making.
  • Ensure that assessment findings are documented and disseminated to relevant stakeholders.
  • Contribute to the development of WASH project proposals based on assessment findings and identified needs.

Reporting

  • Collect and compile weekly progress updates, monthly progress reports, and quarter and annual donor reports, and submit them to the WASH Coordinator, PMEAL Coordinator, and Senior Program Manager.
  • Ensure timely and accurate reporting of WASH program activities and outcomes.
  • Coordinate with WASH Officers, WASH Assistants, Activists and community leaders to gather necessary data for reporting.
  • Review and verify data accuracy with support from PMEAL team before submission.
  • Assist in the preparation of WASH presentations and reports for various stakeholders as required.
  • Maintain a comprehensive database of WASH program activities and achievements.
  • Analyze WASH data and generate reports as needed.

Other

  • Contributes to the country development and strategies, actively participates in strategic discussions and keeps themselves informed about the overall organizational processes.
  • Actively participates in the country management meetings, as well as strategic development and planning.
  • Fulfilment of any other tasks which are assigned by the management and correspond in general with the character of this position.

Qualifications

Person Specification

  • Bachelors Degree in Medicine, Nursing, Nutrition, Dietetics, Public Health, or related field. Masters of Public Health is an added advantage.
  • Minimum 3 years’ experience in humanitarian settings and in complex man-made, natural and climate related disasters.
  • Background in engineering preferably at degree level, with specialization in water, sanitation, and environment, and/or public health.
  • Experience in initiating, planning, and implementing emergency WASH projects according to sector guidelines, donor agreements and international standard.
  • Knowledge of humanitarian donor requirements (e.g. WFP, UNICEF, BHA, BMZ, OCHA, ECHO, etc.).
  • Experience in writing proposals.
  • Experience in writing donor reports.
  • Knowledge and experience of working with local partners, affected communities & local government authorities, including in remote and conflict settings.
  • Experience in leadership, management, mentorship, and capacity building.
  • Working knowledge in Portuguese and English.

Remuneration

  • As per JIA Mozambique salary scale remuneration will be from MZN 160,000 to 170,000 gross, depending on education and previous relevant work experience.
