The United Nations Development Programme (UNDP) Mozambique Country Office (CO) is part of the United Nations system working to support the country’s development agenda. Its overall aim is to ensure that people attain a better standard of living through sustainable development. To achieve this goal, UNDP’s work is anchored on the Global Development Agenda, also known as the Sustainable Development Goals (SDGs) with the target date of 2030, is guided by the United Nations Development Sustainable Development Cooperation Framewrok (UNSDCF), the UNDP Strategic Plan and the Country Programme Document (CPD). UNSDCF and CPD are developed and implemented in coordination with the Government, civil society and development partners.


The work of UNDP Mozambique is guided by the recently developed United Nations Sustainable Development Cooperation Framework (UNSDCF 2022-2026), which describes the collective vision and response of the UN system to the Government of Mozambique development priorities, and the Country Program Document 2022-2026 (CPD), which outlines UNDP’s contribution to the Government 5-year Programme (PQG) results; the 2022-2026 UNSDCF and 2022-2025 UNDP Strategic Plan theory of change.


Responsibilities


Under direct supervision of the Head of Finance Unit and overall guidance of the DRR-Operations, the Finance Assistant will be responsible of the following


  • Support to administer the budget of management projects and an optimal cost-recovery system;
  • Support to ensure implementation of operational and financial management strategies and procedures;
  • Assist the DRR-Operations by following up on audit recommendations, pulse survey, section action level
  • Follow up with Programme and Operations colleagues to obtain all original invoices received from suppliers to increase the VAT reimbursements.


Support proper control of CO accounts.


Duties And Responsibilities


  • Support to administers the CO Institutional Budget (IB) and organizes an optimal cost-recovery system focusing on achievement of the following results:
  • Support to implement cost recovery mechanisms in line with the CO financial sustainability plan as agreed with the Bureau, including the necessary analysis to determine cost apportionment (e.g., the management of delivery enabling services, and agency services, etc.).
  • Monitors the progress of the cost recovery status, including SCA rejection, DPC exception, and analyzing the impact on the management project.
  • Support to prepare, manage, and monitor budgets for UNDP management projects. ( comment above).
  • Support to prepare and review resources availability and budget management through timely budget revisions and proper planning of financial resources for management projects.
  • Support to resolve issues related to budget exceptions and deficits for management projects and agency-related projects.
  • Support to provide CoA for management project-related activities.
  • Timely preparation of cost-recovery bills in Atlas for the services provided by UNDP, implantation of the income tracking system and follow up on cost recovery.
  • Supports to ensure implementation of operational and financial management strategies and procedures, focusing on achievement of the following results:
  • Full compliance of financial activities, financial recording/reporting system, and audit follow up with UN/UNDP rules, regulations, policies, and strategies; implementation of the effective internal control, proper design and functioning of the financial resources management system.
  • Support to monitor financial exception reports for unusual activities, transactions, and investigates anomalies or unusual transactions. Informs supervisors the results of the investigation when satisfactory answers are not obtained.
  • Following up with the relevant units and projects on outstanding audit recommendations in relation to CO finance function.
  • Assist the DRR-Operations by following up on audit audit recommendations, pulse survey, section action level
  • Take notes of recommendations issued and ensure systematic follow up until implemented.
  • Support development of action points in line with CO surveys i.e. pulse survey and follow up until implemented.
  • Develop and manage relevat monitoring tools.
  • Follow up with Programme and Operations Units to obtain all original invoices received from suppliers to increase the VAT reimbursements
  • Ensure 100% of timely VAT reimbursements for UNDP and other non-quantum UN Agencies.
  • Ensures proper control of CO accounts focusing on achievement of the following results:
  • Ensuring that all financial transactions are identified, recorded, and verified in compliance with corporate policies and procedures.
  • Periodic monitoring of various dashboards and exceptions, identifications of the remedial actions, in particular, for items relating to CO Finance functions.
  • Support the quarterly and annual certification of CO accounts exercise in line with corporate closure instruction, in close coordination with relevant stakeholders.
  • Support with timely response to RBA, and GSSU requests to resolve financial data issues.
  • Ensuring effective communication and liaison with RBA, and GSSU on accounting processes.
  • Maintain relevant documents in relation to the aforementioned activities in timely manner.

  • Knowledge of accounting concepts, principles, frameworks, standards, regulations, policies and trends, and ability to apply this to strategic and/or practical situations.


Finance Budget Management

  • Ability to create and manage processes to achieve UNDP's long and short-term financial goals, including through planning, budgeting, forecasting, analysing and reporting.

Education


Required Skills and Experience


Secondary education with specialized certification in accounting and/or finance. A university degree in finance or accounting is desirable. Part-qualified accountants from an internationally accredited institute of accountancy will have a distinct advantage.


Candidates with accountancy certification from an internationally accredited institute of accountancy will have a distinct advantage. Candidates without certification but with relevant experience must complete the UNDP Finance Training and Certification Programme (FTCP), if recruited.


Experience


Min. years of relevant work experience 5 years (with high school diploma) or 2 years (with bachelor’s degree) of progressively responsible Finance and Accounting experience at the national or international level is required.


Required Skills


  • Experience in working in finance / accounting, usage of computers, office software packages (MS Word, Excel, etc.) and outlook email system.
  • Experience in the use of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheets and web-based management systems such as ERP financials and database packages.


Desired Skills


  • Knowledge of IPSAS and/or IFRS is desired.
  • Knowledge of spreadsheet and database packages, experience in handling of web based financial management systems.
  • Desired skills in addition to the competencies covered in the Competencies section.
  • Experience in processing VAT and TAX related issues.
  • Previous work experience with UNDP or any UN agencies is desirable.
  • Knowledge of UNDP procedures, rules and regulations including internal and external audit preparation is an advantage.
  • Knowledge of accounting policies and principles and knowledge of national public-sector procurement procedures will be an asset.
  • Knowledge of IPSAS and/or IFRS will be an asset.


Required Language(s)


Fluency in English and Portuguese is required.


Professional Certificates


ACCA Certification is an asset but is not a requirement.
