SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams – 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.


About The Mission


Solidarités International intervened in Mozambique in March 2019 for a few months following the passage of Cyclone Idai, which hit the Province of Sofala and the city of Beira hard. Operations were suspended after the emergency phase and the mission closed. The evolution of the situation in Cabo Delgado province, hit by several cyclones and severely affected by the violent actions of armed groups claiming to be IS, which caused the displacement of nearly 700 000 people, led to an assessment in May 2021 and to the reopening of the mission. The assessment carried out in the most affected district highlighted needs, particularly in the WASH sector, and the lack of emergency actors. The mission has opened in a complex security and administrative environment, where access is a major issue.


Solidarités International was one of the first INGO actors to respond to the growing crisis in Cabo Delgado, leading emergency response and distributions in hard-to-reach areas.


About The Job


General objective:


Under the direct management of the Country Director, the Security & Access Coordinator supports the Country Director in the adaptation of SI safety & security framework in Mozambique to the constant evolving context. He/She also contributes to the monitoring of and reporting on the security context. He/She aims to continuously build the capacity of the staff on security awareness and management and to diffuse an adequate security culture within the organization. He/She develops access strategies in all relevant areas of operation, current or prospective.


The Main Challenges


The main challenge of the position is to ensure SI remains operational with a good humanitarian field access, through (i) contextual analysis, (ii) security management procedures adapted to the risks and allowing the teams to be reactive and remain operational, and (iii) efficient incident management ensuring that SI remains is possible in an area. The objective is for SI to remain a frontliner in Mozambique.


Responsibilities And Main Activities


The SAC is a transverse position that supports the implementation of SI interventions in Mozambique.


During Her/his Mission The SAC Is In Charge Of


  • Piloting the humanitarian and security follow-up and contextual analysis from Pemba and in direct link with Security Referent on the bases.
  • Adjust security procedures according to the evolution of the context
  • Ensuring the implementation of security procedures and rules and contributing to their adaptation
  • Supporting the CD and Field Coos in the management of security incidents
  • Participate to the weekly INSO security meeting
  • To build a network of key security informant
  • Assisting the CD in the external representation linked with security
  • Replace CD on the security management part when absent, especially regarding global country decision and in coordination with dedicated HQ persons


The Security and Access Coordinator functionally manages the Security Referent / Liaison on each base, Field Coordinators and if needed base Logisticians (for operational security). The Security and Access Coordinator line-manages one Assistant.


The Security and Access Coordinator supports the program teams in developing and implementing security management procedures for their deployments in potential remote intervention areas. S/he participates actively to the training of the national and expatriate teams to the security management analysis.


Your profile


Education / Academic Background


  • Master in security management or related field and at least 5 years field experience and/or in coordination;
  • Experience in a position related to risks analysis, security management and security sensitization.
  • Previous experience in teams management.
  • At least one experience in an humanitarian emergency context

  • Knowledge of Mozambique context is a plus
  • Used to work in an political and security instable environment


Language


  • English is mandatory
  • Portuguese (or fluent in Spanish or Italian) is a strong asset.

SI will offer you


According to experience, starting from EUR 2400 gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.


SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.


Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.


Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.


Living Conditions


  • Individual, comfortable room in the guesthouse, with electricity 24/7.
  • Internet and Phone network available
  • Restaurants and international food are available


This position is based at the coordination office level in Pemba, offering an opportunity to work on a complex humanitarian emergency from a comfortable setting. Pemba is a touristic city with beaches, several nice restaurants, and numerous grocery shops with imported goods. There are opportunities to visit nearby open beaches during the weekend. There are many NGOs and UN agencies representatives and coordination teams in Pemba, and a small but lively social scene including yoga classes. Pemba is hot and humid.


Regular visits to Mueda will be required for supporting the team. Mueda is reachable with daily UNHAS flights. Mueda has a market, a restaurant, and a bar; locally available ingredients are somewhat limited, but squid and fish, mangos (in season), and other seasonal items are readily available, with imported goods available to be sent up from Pemba. SI has an office and guesthouse in Mueda, with electricity and internet. There are other INGOs nearby with expatriate staff who often socialize together on the weekends. In Mueda the days are hot, but evenings are generally cool and comfortable.


Regular visits will also be done in Palma where the base is currently under development but offers standard living conditions. There are currently two UNHAS flights per week.
