How will you fight for an AIDS-free generation?


The National Prevention Advisor (ATS, PrEP, Community and DREAMS) has the primary responsibility to collaborate and coordinate with MISAU, Donor and other partners in the development of strategies in the area of Prevention, ATS, PrEP, DREAMS and Community Engagement. Its role includes the articulation and participation in the TWG, webinars and Community of Practices at the MoH and the Foundation levels, as well as operationalizing innovative interventions aimed at identifying new cases of HIV infection. Assuring quality of testing and fidelity of the approaches implemented, Male Engagement, Demand Creation and provision of PrEP to eligible in all AJUDA sites supported by EGPAG in Gaza and Inhambane.


The National Advisor for Prevention and Community Engagement is responsible for providing support to the teams of The EGPAF, DPS, SDSMAS and health providers at the level of the USs in the Provinces, including partner organizations in the provision of prevention services in their different modalities, particularly pregnant women, adolescents, children and their families.


He /She will also be responsible for ensuring the implementation in a strategic way in collaboration with other clinical areas within the organization and with other partners. From the position, you will have to make frequent trips to the Provinces and Districts supported by The EGPAF. The Deputy Director of Clinical Services supervises the National Prevention Advisor.


No two days are alike at EGPAF, but what can you expect as a Title ?


Responsibilities


Management and coordination


  • In coordination with the Deputy Director of Clinical Services, provide technical assistance and participate in technical working groups at national level for issues related to the national guidelines development and funding priorities in different areas: HIV prevention (ATS, KP, DREAMS and PrEP) and Community Engagement. Manage technical personnel from the areas described to support the provision of evidence-based technical assistance in all EGPAF-supported districts in Gaza and Inhambane provinces, including:
  • Identify and expand good practices that have resulted in good performance in the different areas mentioned above
  • Support the development and monitoring of the progress of plans for poor performance indicators in the areas mentioned above
  • Participate in the process of annual staff performance assessments, giving feedback as a second-line evaluator, if applicable, to ensure that individuals and their team are achieving effective results
  • Regular monitoring of the achievement of targets and objectives established by program area
  • This position will require frequent visits to EGPAF-supported districts to identify trends or concerns within prevention and community areas affecting the quality of services, identify unmet problems or needs, and technically support district/regional coordinators in the program area.
  • Monitor the effective implementation of planned activities;
  • Participate in the preparation of quarterly performance reports for different levels (Donor and EGPAF head office).

Technical assistance in the areas of Prevention and community


  • Provide technical assistance to EGPAF staff and DPS in identifying appropriate strategies for the implementation of national HIV/AIDS protocols related to ATS, KP, DREAMS, PrEP and community engagement in Gaza and Inhambane provinces:
  • Provide technical guidance to EGPAF staff in the testing area (ATIU/ATIP/ATSC) so that they can support the implementation of activities that result in the identification of new cases of HIV infection, an increase in the number of eligible to start PrEP and follow-up mainly in low coverage groups.
  • Provide technical guidance to the Community team to have knowledge and skills in the implementation of community engagement activities, with special focus on the index case, follow-up of absentee patients and abandonments, reach of men, etc.


1.2.1 Work in coordination with the SI team in establishing of an electronic system for follow-up of absentee and LTF patients and index case activities (MUZIMA)


1.4. Provide technical guidance to the DREAMS team so that they can support the implementation of DREAM-related guidelines and activities.


1.4.1. Support the implementation of DREAMS activities in accordance with the approved work plan.


1.4.2. Develop and establish a strong system for the referral of young people and adolescents between schools and health centers


1.4.3. Ensure the training and use of DREAMS-specific information systems to ensure the communication of beneficiary services


  • Consistently review the success/failure of existing implementation strategies and seek new strategies and methodologies to improve program performance in the areas of ATS, key populations, DREAMS, PrEP and community engagement.
  • In coordination with clinical team, participate in the TWG meetings in the different areas of Prevention (ATS, PrEP, DREAMS, and Key Population) and Community at the level of MISAU together with other partners.

  • Develop and monitor action plans (work) according to priority areas.
  • Number of HIV-positive identified individuals
  • Number of HIV-positive individuals linked to care
  • Number of eligible individuals initiating PrEP
  • Number of active individuals in PrEP
  • Number of individuals who start and completed PEP
  • Number of DREAMS beneficiaries
  • Number of adolescents and young people tested in DREAMS districts
  • Number of sexual partners tested
  • Number of new positive sexual partners identified


To Be Successful, You Will Have


  • Bio-medical Degree, (Master in Public Health was an asset). An experience also in the laboratory area related to the management and quality of testing.
  • At least 5 years of experience in HIV prevention (ATS, DREAMS, PrEP and working with key populations)
  • Experience in training, clinical tutoring and supervision;
  • Experience and skills in coordinating with MoH/Donor/Partners.


Bonus Points If You Have


  • Skills and knowledge in the development and management of programs including institutional training and development systems;
  • Skills and knowledge in the use of care assessment and quality assurance tools;
  • Knowledge about the Ministry of Health of Mozambique, including policies and management structures at national and provincial level.
  • Excellent analytical skills, oral and written communication skills.
  • Skills with high competence in Portuguese and English both written and verbal
  • Energetic, autonomous, Self-motivated.
  • Ability to relationship and adapt in multicultural environment.
  • Advanced knowledge on use of Microsoft Office (Excel, Word, PowerPoint, Outlook)
