The Country Programme of Cooperation between the Government of Mozambique and UNICEF (CPD) for 2022-2026 aims to support Mozambique to accelerate efforts towards achieving the targets of the 2030 Agenda for Sustainable Development and meeting its commitment to respect, protect and fulfil the rights of children, in line with the Convention on the Rights of the Child (CRC) and the Core Commitments for Children in Humanitarian Action. It derives from the United Nations Sustainable Development Cooperation Framework (UNSDCF), 2022–2026 and aligns with the Government Five-Year Plan 2020–2024, the National Development Strategy 2015–2035 and relevant sector policies and programmes.

How can you make a difference?

A challenging and exciting opportunity has arisen within UNICEF Mozambique's Pemba Field Office for a passionate and committed Health and Nutrition Specialist, NO-3 level (Open to Mozambican nationals only). Reporting to the Health & Nutrition Specialist (Emergencies) P3 level post, the Health & Nutrition Specialist (NO-3 level) is responsible for the development, planning, implementation, monitoring and evaluation and administration of the Health & Nutrition programme within the country programme. The Specialist is accountable for effective technical and programme support to facilitate the application and adaptation of UNICEF policies and strategies to achieve strategic priorities and objectives and expansion of UNICEF assisted Health & Nutrition interventions, including the attainment of the Sustainable Development Goals agenda.

Summary of key functions/accountabilities:  

  • Support to timely sectoral analysis, input, support and coordination to the Situation Analysis and its periodic update for effective project planning, development and management, under the supervision the Health and Nutrition Specialist P3 and in partnerships with key stakeholders and with contribution of knowledge institutions.
  • Ensure quality contributions are made to the development and implementation of Integrated Health & Nutrition strategies and approaches through participation and collaboration with internal and external partnership.
  • Support the establishment of strategic work plan and objectives and provide effective implementation support to achieve timely results through application of technical expertise, in consultation with all relevant partners.
  • Support to overall project implementation progress monitoring and evaluation for adjustment, acceleration and improvement of program delivery and sustainability. Gender/sex disaggregated data and inputs are provided, relevant to the Health and Nutrition programme, considering gender transformative strategies in the North.
  • Technical support is provided to government and NGOs and all other partners at various stages of the project implementation, monitoring and evaluation, including capacity building of government personnel and beneficiaries.  
  • UNICEF and Government and implementing partners accountability is ensured for supply and non-supply assistance and disbursement of programme funds for Health & Nutrition.
  • Support effective working relationships with internal and external counterparts are kept maintained for advocacy, technical coordination, information sharing and knowledge networking.
  • Relevant and strategic information is kept available and shared with relevant stakeholders as required to support the Health & Nutrition Programme by the effective implementation of an integrated monitoring system.
  • Required programme/project reports are timely prepared and shared as required in compliance with the established guidelines and procedures.
  • Emergency preparedness is maintained and emergency responses with effective coordination are provided and in line with the Core Commitments for Children (CCCs) in Humanitarian Action, partnerships with the Health and Nutrition humanitarian actors strengthened within the Inter-Agency Standing Committee (IASC).

To qualify as an advocate for every child you will have…

  • An advanced (Masters or higher) university degree in Public Health and Nutrition, Medicine, Child Development, global/international health, health policy and/or management, Water Sanitation, Community Development, or other relevant disciplines is required.  Health and nutrition technical related studies are an added advantage.
  • A minimum of 5 years of professional work experience at the national and international levels in planning, programming, implementation monitoring, and evaluation of technical cooperation programmes related to Health and Nutrition. Professional work experience in a managerial position, or a technical expert position in child survival & development, health and nutrition care.
  • Field work experience required in providing technical expertise in UNICEF core areas.
  • Background/familiarity with Emergency is required.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Fluency in English and Portuguese is required. Knowledge of the local language of the duty station is desirable.
