The International Committee of the Red Cross (ICRC), based in Geneva, is a humanitarian organization that provides protection and assistance to people affected by armed conflict and other situations of violence. It employs more than 20,000 staff and is present in 80 countries. The ICRC Pemba delegation is looking for a suitable candidate to fill the following vacancy: Communication Officer.


Context

The Senior Field Communications Officer contributes to the development and implementation of the Delegation's outreach communications strategy, with the aim of improving acceptance of the ICRC and the National Red Cross Society in Mozambique. By engaging key stakeholders, it helps facilitate access to people in need and improve the security and impact of ICRC operations. Helping to promote respect for international humanitarian law (IHL) and other relevant standards among relevant authorities, armed and security forces, armed groups, communities and religious groups. Help integrate feedback from communities into the ICRC's program cycle and increase the organization's accountability to those it seeks to assist and protect.


Description

The incumbent performs the following activities within the department:

  • The Senior Communications Officer is responsible for developing and implementing the delegation's outreach communication strategies, with the aim of improving acceptance of the ICRC and the Red Cross in Mozambique
  • Assess operational communication and community engagement needs in the field and assist in developing strategies and action plans to meet operational communication needs for the ICRC sub-delegation in Pemba and ensure their integration into all programs
  • Create and implement operational communication, IHL promotion and community engagement activities carried out by Communication Officers and participate as facilitator when needed
  • Analyze public sources and perceptions in the field to detect reputational issues concerning the ICRC and the International Red Cross and Red Crescent Movement
  • Analyze the main means and channels of communication as well as the languages used by communities to better target the ICRC's relief and protection work
  • Assess the impact of operational communication activities, monitoring over time the acceptance and perception of the ICRC among selected leaders and organizations that are key to facilitating ICRC objectives and action
  • Create and implement community engagement strategies and action plans in coordination and support with assistance and protection activities, contributing to the creation and development of a feedback mechanism for communities and beneficiaries on ICRC services
  • Advising and guiding Mozambique Red Cross volunteers and staff on operational communication activities
  • Ensuring that ICRC and Mozambique Red Cross operational communication messages and strategies are coordinated and coherent
  • Create tools needed for operational communication (presentations, FAQ documents, brochures, video clips, human interest stories, radio campaigns, social media posts, etc.) and community engagement (feedback mechanism, hotlines and surveys)
  • Contribute to the delegation's understanding and analysis of the country's political and or social environment and humanitarian issues, and participate in reflection on the delegation's operational response

Profile - Minimum qualifications and experience required

  • University degree or equivalent (preferably Master's degree) in a relevant field such as in Communication, Political Science, International Relations, Journalism or Law
  • Excellent written and oral communication skills in: Portuguese, Kimwani and Makhuwa (eliminatory factor).
  • Intermediate level of communication skills in: English, Makonde, Swahili and Arabic (an advantage)
  • Computer literacy (proficiency in MS Office and other software)
  • Familiarity with digital communication tools
  • 5 years of work experience in a field relevant to communication and prevention
  • ICRC field experience is an advantage
  • Previous experience in operational communication is an advantage, as well as solid knowledge of the International Red Cross Movement
  • Experience in building the communication capacity of the Mozambique Red Cross is a great advantage
  • Good knowledge of IHL is a great advantage
  • Experience in personnel management
  • Proven ability to represent ICRC and to convey key messages to weapon bearers
