The Action Contre La Faim (ACF) Mozambique team is recruiting a Nutrition and Health Program Manager for its field office in Mueda.

Conditions

  • Only candidates from Cabo Delgado will be considered for the position;
  • 6-12 months contract;

General Mission

  • Manage the Nutrition and Health activities in Mueda and northern districts.

Specific Objectives

Mission1: Contribute to th identification of needs and formulation of new projects

  • Carry out detailed assessments and evaluations of humanitarian needs, among crisis-affected populations in his/her area of intervention;
  • Propose an operational strategy adapted to the local situation;
  • Provide relevant inputs to the HOD for the design of proposals with other sectors with a view to developing shared and integrated approaches;
  • Assess adequacy between program and needs and adapt if necessary.

Mission2: Establish and supervise acivities in the framework of nutrition e health projects

  • Manage the project cycle in Nutrition & Health activities;
  • Ensure projects are implemented in line with donor proposals and requirements and in accordance with Action contre la Faim, country and international standards;
  • Make sure the nutrition/health project and activities are in line with project definition and logical framework, budget, work plan, ACF’s logistical and administrative procedures and locally approved protocols;
  • Ensure the deployment of all resources needed to deploy outpatient and inpatient CMAM activities, attaining project objectives and achieving high quality outcomes of ACF in supporting the targeted areas in both nutrition and health response;
  • Ensure follow up of SAM beneficiaries who have stagnant/declining weight during SAM treatment, SAM beneficiaries who are absent/defaulted from treatment, and discharged as cured beneficiaries;
  • Ensure follow up of SAM cases upon referral SC-OTP and OTP-SC;
  • Create and develop a network for the detection and referral of clients, notably by the use of community mobilization techniques;
  • Monitor the system of data collection concerning the Primary Health care Services provided at the ACF supported health facilities/Mobile clinics as a basis for the evaluation and furtherance of the programme;
  • Prepare timely procurement requests according to BoQ /budgets, monitoring budget follow up Forecast budget and controlling nutrition/drugs stocks & consumption in collaboration with Admin, Logistics and manager in order to avoid shortages;
  • Participate in the preparation and execution of nutrition surveys, provide information to those conducting the survey: local geographical, economic, social and anthropological data) if necessary.

Mission 3: Train and Supervise the Nutrition e Health team, training and supervision

  • Take part in the recruitment of staff in collaboration with the HR department in the base and the Coordination level;
  • Organize and conduct staff appraisals;
  • Identify the teams’ training needs on the basis of assessments and in situ observation;
  • Organize and carry out training sessions, On Job training, Mentoring and Supervision in collaboration with the local partner and MoH;
  • Organize and carry out training sessions on CMAM and IYCF E to the ACF team in collaboration with MoH taking into consideration their profiles and the cultural context;
  • Lend support to the staff (OTP / IPF supervisor and nurses) in the organization and coordination of their work, creating and supervising action plans for these team members;
  • Work closely with supervisors to ensure the overall planning, task division and coordination of work for nutrition services supported by ACF, is adequately attained.

Mission 4: Ensure monitoring, evaluetion and reporting for these activities

  • Monitor activities implemented and performed in the field, by our staff in charge, and using ACF’s standard tools;
  • Provide technical support to our teams in order to ensure a correct data collection of beneficiaries from our nutritional programs;
  • Ensure that reports on any training session and/or workshop organized by the Health and Nutrition and the current Grant is documented and disseminated widely as per the ACF procedures;
  • Ensure timeliness, validation by relevant line Managers, quality and completeness of reporting for all planned activities, including monthly Activity Progress Reports [ARP] and all external release and internal reports;
  • Participate in the capitalization of good practices, and evaluation of experiences following requests of your supervisors;
  • Contribute to the donors reports: interim and final reports as required, in collaboration with the grants manager.

Mission 5: Ensure ACF representation at the local level, including coordination and collaboration with other actors

  • Present the program in close coordination with the FC at the level of the programme and the geographical area of intervention in external coordination meetings, meetings with the authorities and visits by funding bodies and partners in alignment with the mission’s external communication strategy;
  • Develop a framework for communication with local representatives (regular meetings, identification of key local actors and development of collaboration with them) in order to facilitate harmonious and productive relations;
  • Support the team in its liaison and collaboration with MoH staff (Province and District Health Office), and other partners, regarding our nutritional programs;
  • Coordinate with other sectors and departments within ACF in order to ensure rational use of resources and program integration.

Required Skills

  • Medical background with a specialization in nutrition, public health, or general medicine;
  • At least 1 year experience in the field of humanitarian context;
  • Demonstrated experience in the management of malnutrition, in healthcare organizations support and in the implementation of humanitarian responses in an emergency context (with emphasis in community-based prevention activities as well as in maternal and child health);
  • Experience in mobile clinics management is a plus;
  • Familiar with nutrition survey methodologies (SMART, NCA, SQUEAC, etc);
  • Excellent interpersonal skills with partners and authorities, as well as proven writing skills;
  • Good managerial abilities, good communication skills, negotiating and organizational skills, flexibility, ability to work in a multi-disciplinary and multi-cultural environment, pro-active attitude, good listening skills;
  • Fluent in English (oral and written) and Portuguese. Local languages is a strong plus.
