We are currently seeking qualified candidates for the position of Monitoring, Evaluation and Learning (MEL) Manager of an upcoming large, five-year orphans and vulnerable children (OVC) project in Mozambique. Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to USAID approval of the project proposal.

Purpose

The MEL Manager will provide leadership and technical guidance to the program team on all MEL related issues. They will act as the primary point of contact for establishing and managing a data processing environment responsive to USAID reporting and learning requirements. The MEL Manager will be based in the office of our local subpartner organization, AMASI, in Nampula City, with frequent travel to the districts for field activities.

Essential Job Functions: Duties and Responsibilities:

  • Manage all the MEL related activities for the project;
  • Design and implement monitoring, evaluation and reporting (MER) systems for all project components;
  • Ensure implementation of M&E systems including indicator targeting, tracking and reporting according to PEPFAR standards, managing data collection, processing, and reporting systems;
  • Leading the design and implementation of relevant surveys/studies, impact assessments and learning strategies/activities;
  • Ensure reporting in the DREAMS database and management of the OVC database, as well as data sharing as and when required;
  • Support project performance improvements by promoting data use across all project implementation levels;
  • Develop annual MEL plans, and revise as needed;
  • Build the capacity of local partners in MEL with a view of gradually transferring responsibilities to the local prime partner;
  • Design and lead training and technical assistance in MEL from the central to the field volunteer level;
  • Conduct data quality assessments, and design and implement needed data quality improvement initiatives;
  • Support the implementation of functional databases to support data management.

Minimum Requirements:

  • Degree in public health or Social Sciences, Statistics or any related field. A master’s degree or higher in public health evaluation, or related advanced degree is desired;
  • Minimum 6 years of experience working on monitoring, evaluation and learning for donor funded projects; USAID/PEPFAR experience is highly desirable;
  • The proposed candidate must have experience analyzing quantitative and qualitative data, working with USAID and/or PEPFAR and knowledgeable on reporting procedures, best practices, guidelines, and tools for monitoring and evaluation;
  • Advanced knowledge and experience of Advanced Excel, SPSS and/or STATA;
  • Minimum of 2 years of experience in managing successful teams;
  • Experience in designing and implementing data quality improvement initiatives in a USAID/PEPFAR environment;
  • Proven experience in leading the design and implementation of robust M&E systems;
  • Proficiency in English and fluency in Portuguese;
  • They must have demonstrated experience in the design and implementation of rigorous qualitative and quantitative research and evaluation studies to IRB standard;
  • They must have strong writing and organizational skills for monitoring and reporting on program and study results and with relevant experience in working in HIV/AIDS.
